1- Purpose of the Role (Job Summary)

Lead end-to-end bid management, tender preparation, proposal development, and coordination with cross-functional teams to secure business opportunities.

2- Key Responsibilities and Accountabilities

· Manage the full tender lifecycle: RFP analysis, bid/no-bid pack, bid plan, kick-off, responsibility matrix, and submission calendar.

· Own the compliance matrix so every RFP requirement is answered, and deviations are approved before submission.

· Coordinate technical content with Design & Engineering: methodology, project organization, schedule narrative, T&C approach, and references.

· Assemble pricing with the CSA and MEP Estimation Managers; align cost, risk provisions, and margin with the approved bid strategy.

· Manage tender clarifications and addenda in both directions without compliance gaps.

· Produce bid-committee packs: commercial summary, risk register, cash-flow profile, bonding and insurance needs, and deviations.

· Control document quality and submission logistics, including e-portal uploads.

· Support post-bid clarifications, best-and-final offers, and handover to Commercial for negotiation.

· Maintain the bid library: write-ups, CVs, reference projects, certificates, and lessons learned.

3- Key Performance Indicators

· 100% on-time, compliant submissions; zero disqualifications on administrative grounds.

· Bid-committee packs issued at least 5 working days before submission.

· Clarification turnaround within 48 hours; fewer rework cycles.

· Bid library refreshed quarterly.

· Pursuit cost within the approved bid budget.

4- Qualifications & Certifications

· Bachelor's Degree in engineering (mandatory); MBA or contracts qualification an advantage.

· PMP preferred; CDCP or CDCS an advantage.

· Familiarity with FIDIC and Indian EPC contract forms.

5- Experience

· 5–10 years in proposals or tendering management for EPC and construction, including 5+ years on data center or mission-critical bids.

· Managed lump-sum EPC bids end-to-end.

· Experience with client e-procurement portals and international bid formats (GCC exposure an advantage).

6- Competencies

· Strong planning and deadline discipline across parallel tenders.

· Clear technical writing and proposal storytelling.

· Detail-focused compliance management.

· Calm coordinator of senior contributors across functions.

· Commercially aware of risk pricing and margin protection.

· Attention to Detail, Team Collaboration, Planning & Organizing, Analytical Thinking

Work Experience

Technical Skills

Tender documentation, compliance matrices, commercial evaluation, costing coordination, contract review, MS Excel and PowerPoint.

· Internal: BD Managers, CSA and MEP Estimation, Design & Engineering, SCM, Finance & Commercial, Legal, Planning.

· External: Client procurement teams, PMCs, consultants, JV partners, bonding banks and insurers (through Finance).
