1- Purpose of the Role (Job Summary)

Lead mechanical, electrical, and ELV estimation for data center EPC bids. MEP is 60–70% of contract value, so this role drives both bid competitiveness and margin, including OEM pricing strategy for long-lead plant.

2- Key Responsibilities and Accountabilities

· Own the complete MEP estimate per tender: equipment, installation, subcontracts, commissioning support, and spares.

· Direct the discipline estimators to one estimate basis, boundary matrix, and assumptions log.

· Drive OEM budget pricing for long-lead equipment — generators, UPS, switchgear, transformers, chillers, CRAH/CRAC/fan-walls, busway — including delivery and escalation terms.

· Read tender documents for DC-specific drivers: redundancy topology (N+1/2N), tier requirements, liquid cooling, EPMS/BMS scope, and phased fit-out.

· Adjudicate MEP subcontractor quotes and normalize supply, installation, and commissioning splits.

· Maintain MEP benchmarks: cost/MW by topology and geography, cost per kW by system, and installation norms.

· Prepare MEP risk registers, exclusions, and contingency recommendations.

· Lead MEP value engineering with design; quantify alternates for topology, plant selection, and phasing.

· Hand as-sold estimates to delivery, then reconcile against actuals and update norms.

3- Key Performance Indicators

· As-sold vs final MEP cost variance within ±5%.

· At least 2 compliant OEM quotes per critical equipment class.

· 100% on-time MEP estimate delivery per bid plan.

· Benchmark database refreshed quarterly.

· Value-engineering savings identified and accepted per bid.

4- Qualifications & Certifications

· Bachelor’s Degree in Electrical or Mechanical Engineering (mandatory).

· CDCP preferred; CDCS, PMP, or Uptime ATD an advantage.

5- Experience

· 07-10 years in MEP estimation for EPC and construction, including 6+ years on data center facilities.

· Priced complete MEP scopes, with direct OEM negotiation on critical power and cooling plant.

· International or GCC pricing exposure is an advantage.

6- Competencies

· Deep cost fluency across DC power and cooling chains.

· Strong OEM and subcontractor network.

· Structured estimate governance — one basis, no orphan assumptions.

· Commercially sharp on exclusions, escalation, and risk pricing.

· Leads distributed estimator teams to deadline.

· Leadership, Analytical Thinking

Work Experience

7- Technical Skills

MEP cost estimation, BOQ preparation, HVAC and electrical systems, vendor quote adjudication, cost planning, and Excel.

8- Key Interfaces

· Internal: Proposal/Tender Manager, CSA Estimation Manager, discipline estimators, Design & Engineering (MEP), SCM, Finance & Commercial.

· External: OEMs (gensets, UPS, chillers, switchgear, busway), MEP subcontractors, client and PMC counterparts.

9- Special Conditions

Heavy coordination across multiple MEP disciplines under bid deadlines.
