About the role

We are looking for an experienced Chief Financial Officer to establish and lead the finance function of Freedom Digital Bank France.

The CFO will oversee financial strategy, planning, budgeting, forecasting, capital and liquidity planning, financial controls, management reporting and regulatory reporting. The role will work closely with the local executive team, the Board and the wider Freedom Holding Corp. organisation.

As a member of the founding executive team, the CFO will contribute to the bank’s regulatory authorisation, establishment and launch in France. The successful candidate will ensure that the finance function meets applicable French and EU requirements and the expectations of the relevant supervisory authorities.

Key responsibilities

- Establish and lead the finance function of Freedom Digital Bank France .
- Develop the bank’s financial strategy , operating model and finance governance framework .
- Oversee budgeting , forecasting , management reporting and long-term financial planning .
- Lead capital and liquidity planning in coordination with Risk and senior management .
- Ensure accurate and timely financial , prudential and regulatory reporting .
- Establish effective financial controls , accounting policies and governance processes .
- Monitor financial performance , profitability , capital requirements and cost efficiency .
- Support the preparation of financial information and projections required for the regulatory authorisation process .
- Work closely with Risk , Compliance , Operations , Technology , Product and Business teams.
- Assess the financial implications of strategic decisions , investments and new digital banking products .
- Liaise with auditors , regulators , tax advisers and other external advisers .
- Ensure compliance with applicable French and EU accounting , prudential , tax and financial reporting requirements .
- Support the development of scalable and automated finance processes for a growing digital bank .

Requirements

- 10+ years of senior finance experience within digital banking , banking , fintech or another regulated financial institution .
- Previous experience as a CFO , Finance Director , Deputy CFO or in an equivalent senior finance leadership position .
- Strong knowledge of French and EU banking regulation , accounting standards and prudential reporting requirements .
- Experience with regulatory capital , liquidity management , financial planning and control frameworks .
- Knowledge of applicable ACPR , Banque de France , EBA and ECB frameworks , depending on the bank’s final licensing and supervisory structure.
- Understanding of relevant CRR/CRD , ICAAP , ILAAP , recovery planning and regulatory reporting requirements .
- Experience engaging with regulators , auditors and external advisers .
- Experience supporting a banking authorisation , market entry , bank launch or major transformation in France or another EU jurisdiction is strongly preferred.
- Experience building scalable finance processes for digital products or technology-enabled financial services is an advantage.
- Excellent analytical , strategic and leadership skills .
- Full professional fluency in French and English is mandatory.
