About the Role
This is a management role, based within Prison Learning Delivery and Design (PLD&D) and has oversight of a geographically dispersed team of Tutors (HMPPs loaned staff). The jobholder will ensure support for day to day operations of Foundation learning providing oversight of maximum use of courses, and being the single point of contact when issues arise and managing resolutions.
The job holder will be responsible for attendance at the scheduling meeting to represent Foundation training and ensure appropriate challenges are made in course locations and attendees to meet 85/15 expectations. The jobholder has accountability for the governance of foundation training delivery and reporting on all performance issues.
Work with a range of internal and external stakeholders is essential to this role within the daily operations of learning but also to ensure good stakeholder relationships are built and maintained with HMPPS.
The purpose of this role is to provide the strategic leadership and management to the team and region allocated. It will support any H&S management issues as required and be a stakeholder or lead of projects associated within your allocated region. The role will build workforce capability through the embedding improvement and change initiatives and personal development opportunities to enable staff to perform at their best.
The jobholder will be required to develop strong relationships with PLD&D colleagues, MoJ, HMPPS and SSCL and to engage with the business, providing direction, ensuring that delivery meets the current and future needs of the business.
This role will maintain quality controls and support learning within foundation by engaging with IQA when required as well as supporting any QA processes within department to improve delivery.
The job holder is responsible for:
· The delivery of allocated projects ensuring governance and timelines are achieved, manage risks associated with the projects and highlight any slippage at the earliest opportunity.
· The oversight of staff performance, supporting absence management, care and wellbeing and performance management as per MOJ policy.
· The delivery of projects as allocated, ensuring milestones and governance is reported in a timely manner.
· Supporting major projects or business change programmes, by supplying services that meet the business need and objectives for wider MOJ.
· Leading and managing a large geographically dispersed team
· Identifying requirements for and managing project resource for continuous improvement projects
Location
There are two posts available, one supporting the Northeast region and the other supporting London and the Southeast region. Roles will be allocated in merit order with the highest scoring candidate choosing their preferred region first.
The base location of the post is flexible. The job holder will be expected to travel to sites within their region (see addresses below – the lists are not exhaustive) to meet the requirements of the role and to national events. They will be expected to maximise digital communication opportunities to conduct their business in a cost and time effective manner.

Sites will need to be visited monthly as a minimum and there is a requirement for liaison with other prisons in the regions, possibly face to face. Delivery managers also have a 2-day face to face meeting every quarter in different parts of the country and there is likely to be ad hoc events at Newbold Revel (Warwickshire) that Delivery Managers will be expected to attend.

The jobholder is responsible and accountable for the formal Line Management of their team, ensuring that scheduled training responsibilities are met in strategic support of both the HMPPS/MOJ training and in a way that contributes to an inclusive organisation.
Liaison with both PLD&D scheduling team and Delivery Managers to ensure a co-ordinated approach to identified training needs is reflected in a schedule of work that meets strategic training requirements of customer base.
To ensure delivery is continually reviewed and improved. Ensure all centre standards of delivery are achieved.
Post holder will ensure that equality considerations and all Health and Safety responsibilities are both met and maintained in association to specific training activities.
The jobholder will liaise with other Delivery Managers to ensure that equality of training access is maintained and available to all customers.
Provide high level updates, identify risks, make well researched, balanced proposals on all projects allocated or supported by this role.
Ensure that the team support HMPPS/MOJ national priorities and other HR priority processes and manage as appropriate.
Offer pragmatic solutions to problems and challenges.
Be accountable for the teams compliance in all areas of delivery and working practices.
Monitor compliance to provide assurance and check progress against delivery outcomes and other governance targets. Run reports and report on data as required to demonstrate compliance. Take appropriate action where targets are not being met.
Ensure that the potential procurement of equipment to support training delivery is assessed appropriately, is relevant and provides best value for money.
Accountable for ensuring that robust audit control mechanisms are in place to ensure quality and integrity of internal audit outcomes.
Ensure that the team has sufficient resource with the appropriate expertise to meet demand.
Identify risks that may impact on the delivery of business outcomes, ensure that evidence-based challenges to investment needed is in line with strategic visions for learning venues.
The post is non-operational and can be located anywhere in England or Wales but may require travel across regions to manage geographically dispersed team. However, a regional position may be required to meet the business needs.

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map . All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.
