Travelling Requirements: Travel to prisons as required and attend team meetings at 102 Petty France or other locations as necessary.

What are the main duties required of the postholder?

Purpose of the role

The Policy Advisor supports the development, implementation and maintenance of policy, guidance and operational products that underpin offender flows across the prison estate. The role helps ensure that prisoners are allocated to the most appropriate establishment at the right stage of their sentence, supports effective use of custodial capacity and provides expert policy advice to prisons, Offender Management Units, Population Management Unit and other stakeholders.

Key responsibilities

- Developing and reviewing core offender flow products, including the National Allocation Protocol, national offender flows, OMU guidance, toolkits and training or awareness material.
- Acting as a policy lead and point of contact, interpreting complex information and providing clear written and verbal advice to staff, managers, senior officials and operational stakeholders.
- Engaging with prisons and partner teams to support effective prisoner allocation, inter-prison transfers, prison re-roles, ramp-ups, decants and the alignment of specialist cohorts.
- Monitoring policy and risk-management developments that may affect offender flows or allocation arrangements and ensuring that relevant guidance is updated and key messages are communicated.
- Working collaboratively with delivery, strategy, data, specialist cohort and population management colleagues to identify operational issues, develop practical solutions and support implementation.
- Producing high-quality briefings, correspondence, reports and policy material, and representing the team at meetings with internal and external stakeholders where required.
- Providing line management, support and oversight for Band 5 Inter-Prison Transfer (IPT) Compliance Managers, including setting objectives, supporting development and maintaining effective delivery.

Skills and experience

The role requires strong written and oral communication, the ability to understand, interpret and summarise complex information, sound operational knowledge of HMPPS and the prison estate, and the ability to build relationships and influence stakeholders. Working Arrangements & Further Information

The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.

Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. All applications for part-time, flexible and job-sharing working patterns will be considered in accordance with the HMPPS’ Flexible Working policy.
