Job purpose

The MOCTT Intelligence Integration Analyst provides training, mentorship, observation, assessment, and advisory support to improve the integration of intelligence and targeting within MAGTF Operations Centers, with primary emphasis at the Division, Major Subordinate Command, Marine Expeditionary Brigade, Marine Expeditionary Force, and Joint Task Force levels. The Intelligence Integration Analyst develops Training Audience personnel who can move beyond tactical intelligence reporting and production and operate effectively at the operational level of war by translating intelligence reporting, collection, and data into operationally relevant assessments that support commander decision making, operational planning, targeting, assessment, and synchronization of MAGTF and Joint capabilities. The position serves as a trainer, mentor, observer, assessor, and advisor during academics, staff training events, MOCEXs, command post exercises, and other collective training events; identifies performance and integration gaps; provides in stride coaching and detailed feedback; supports corrective training; and assists the Training Audience in establishing sustainable intelligence and targeting practices. The Intelligence Integration Analyst does not replace or perform the routine duties of Training Audience intelligence personnel.

Duties and responsibilities

Intelligence Integration, Training, and Mentorship

• Provides formal and informal instruction, mentorship, and over the shoulder coaching to intelligence personnel on the integration of intelligence into operational planning, current operations, targeting, assessment, and commander decision making.

• Trains and mentors MEF, MEB, Division, and other MAGTF intelligence personnel to translate tactical reporting and intelligence data into operationally relevant assessments, conclusions, and recommendations.

• Develops analyst proficiency in identifying trends, implications, opportunities, risks, adversary options, and anticipated adversary actions rather than simply reporting intelligence activity.

• Coaches intelligence personnel in identifying intelligence gaps, developing information requirements, and supporting Priority Intelligence Requirements, Commander’s Critical Information Requirements, and other decision support requirements.

• Mentors Training Audience personnel in the development, refinement, and presentation of intelligence estimates, intelligence summaries, threat assessments, operational environment assessments, intelligence briefs, and other products supporting staff planning and execution.

• Develops Training Audience proficiency in briefing commanders and senior staff by emphasizing concise assessments, confidence levels, assumptions, intelligence gaps, operational implications, and recommended actions when appropriate.

• Trains and mentors personnel in integrating intelligence from multiple disciplines, organizations, and sources to develop a comprehensive understanding of the operational environment.

• Reinforces analytical rigor, critical thinking, structured analytic techniques, consideration of alternative hypotheses, and recognition and mitigation of cognitive and analytical bias.

• Observes intelligence analysis and production processes to assess whether products are timely, relevant, accurate, appropriately disseminated, and connected to operational requirements and commander decision making.

Collection Management and Intelligence Requirements

• Observes and assesses the coordination, prioritization, and management of intelligence collection requirements to determine whether collection efforts properly support MAGTF operational requirements and commander decision making.

• Trains and mentors personnel in identifying intelligence gaps, developing collection requirements, prioritizing collection, and connecting collection activities to PIRs, targeting requirements, and operational decision points.

• Assesses the integration and fusion of all source intelligence, to include GEOINT, SIGINT, HUMINT, OSINT, MASINT, and other applicable intelligence sources and disciplines.

• During MOCEX and exercise execution, monitors whether intelligence requirements identified during planning are incorporated into Intelligence Operations Center processes and appropriately disseminated to applicable watch standers and staff elements.

• Identifies and shares intelligence integration best practices and effective TTPs observed across MEFs, Divisions, MSCs, and other supported organizations.

Targeting Integration, Training, and Mentorship

• Trains and mentors intelligence and targeting personnel in Joint and MAGTF targeting processes, including deliberate and dynamic targeting.

• Develops Training Audience proficiency in identifying, developing, prioritizing, nominating, validating, and assessing targets in support of commander objectives and the operational approach.

• Coaches analysts in Target System Analysis, target development, target nomination, validation, prioritization, intelligence support to capability pairing, and target assessment.

• Trains personnel to understand and articulate the relationship between commander objectives, desired effects, target systems, target selection, capability employment, execution, and assessment.

• Develops intelligence personnel capable of effectively supporting targeting boards, working groups, decision forums, and other targeting related battle rhythm events.

• Trains and mentors intelligence personnel on integration with Operations, Fires, Information, Future Operations, Future Plans, Collection Management, and other staff elements throughout the targeting process.

• Observes and assesses development and maintenance of target intelligence products, target folders, Target System Analysis, collection requirements, intelligence support to target development, and assessment criteria.

• Reinforces consideration and integration of lethal and non lethal capabilities when evaluating target systems, vulnerabilities, desired effects, and operational outcomes.

• Provides instruction and mentorship on intelligence support to dynamic targeting, including timely intelligence flow, target identification, validation, tracking, and assessment.

Watch Floor Integration and Exercise Support

• Observes intelligence watch standers and Intelligence Operations Center personnel during exercise preparation and execution to assess battle rhythm participation, information flow, intelligence integration, staff coordination, and support to commander decision making.

• Provides in stride coaching and detailed debriefs to intelligence watch standers and Intelligence Operations Center personnel based on observed performance, approved assessment criteria, doctrine, and recognized best practices.

• Assesses the integration of intelligence with the other warfighting functions and identifies gaps that limit shared situational awareness, targeting, planning, operational synchronization, or decision making.

• Observes intelligence participation in battle rhythm events and assesses whether intelligence products, assessments, and recommendations are provided at the appropriate time and level to influence decisions.

• Supports Exercise Control and Response Cell activities when intelligence expertise is required to create realistic intelligence conditions, stimulate Training Audience processes, or support exercise objectives.

Training and Academics Plan Support

• Assists the MOCTT Section Head and senior Operations Analyst in the development, refinement, and execution of Training Audience Training and Academics Plans based on unit requirements, exercise objectives, identified intelligence gaps, and operational priorities.

• Participates in exercise life cycle planning, preparation, coordination, and execution events to identify emerging intelligence and targeting training requirements.

• Develops, updates, and maintains intelligence and targeting academic packages, lesson materials, facilitator guides, practical applications, battle drills, knowledge checks, and other training products supporting the Training Audience TAP.

• Facilitates formal and informal intelligence specific academics, watch stander training, practical applications, and remedial instruction.

• Supports development of sustainable intelligence and targeting training programs that allow supported commands to maintain and improve proficiency following MOCTT support.

Observation, Assessment, and Remediation

• Utilizes the MOC Assessment Tool and other approved assessment criteria to evaluate intelligence and targeting integration, Training Audience performance, and TAP effectiveness.

• Provides intelligence related input to running summaries, assessments, Quick Looks, after action reviews, event summaries, and other required exercise reporting.

• Documents specific intelligence and targeting deficiencies based on observation and approved assessment criteria and communicates findings through established MOCTT processes.

• Identifies performance gaps and assists in developing and delivering corrective training through over the shoulder coaching, focused academics, practical application, battle drill repetition, or other appropriate remediation.

• Analyzes observations, AARs, Quick Looks, and exercise feedback to identify recurring trends and recommend improvements to future TAPs, academics, intelligence processes, targeting integration, and training methodologies.

Doctrine, Systems, and Professional Expertise

• Maintains subject matter expertise in MAGTF and Joint intelligence operations, operational level intelligence analysis, collection management, targeting, intelligence preparation of the battlespace, and intelligence support to planning and operations.

• Maintains working knowledge of applicable intelligence disciplines, including GEOINT, SIGINT, HUMINT, OSINT, MASINT, and all source intelligence integration.

• Maintains proficiency and awareness of intelligence and decision support systems used by the Fleet Marine Force, with preferred experience in Maven Smart System, Agile Client, and other applicable intelligence systems, interfaces, databases, and collaborative tools.

• Maintains awareness of evolving intelligence doctrine, operational TTPs, targeting methodologies, emerging capabilities, curriculum developments, and Fleet identified best practices.

• Incorporates lessons learned and effective practices observed across supported MEFs, Divisions, MSCs, Joint headquarters, and other organizations into MOCTT academics and recommendations.

• Attends New Equipment Training, refresher training, formal schools, professional military education, and other professional development relevant to assigned intelligence and targeting responsibilities.

• When required, serves as the MOCTT intelligence representative and coordinates with applicable MSTP, Training Audience, and supporting intelligence personnel regarding training and exercise requirements.

Qualifications

Qualifications

• Extensive knowledge of MAGTF intelligence operations at the Division, MSC, MEB, and MEF levels.

• Demonstrated understanding of operational level intelligence analysis and the ability to distinguish operational assessment from tactical intelligence reporting.

• Strong understanding of the intelligence cycle, collection management, all source analysis and production, intelligence support to operations, and Joint and MAGTF targeting processes.

• Demonstrated experience supporting operational planning, current operations, targeting, intelligence battle rhythm events, and commander decision making.

• Knowledge and experience with deliberate and dynamic targeting, Target System Analysis, target development, intelligence support to target validation and prioritization, and assessment.

• Ability to integrate intelligence across Operations, Fires, Information, Future Operations, Future Plans, and other staff elements.

• Strong analytical and critical thinking skills with knowledge of structured analytic techniques and methods for mitigating cognitive and analytical bias.

• Strong platform instruction, mentorship, facilitation, communication, and senior leader briefing skills.

• Ability to observe complex staff processes, identify performance deficiencies, and translate observations into clear and actionable coaching, assessments, and recommendations.

• Ability to clearly communicate intelligence assessments, operational implications, and recommendations verbally and in writing.

• Working knowledge of applicable intelligence systems, software, databases, and collaborative tools.

• Ability to work effectively in a multidisciplinary team supporting Marine Corps, Joint, coalition, and multi domain operations.

Education

• Bachelor’s degree or a minimum of ten years of relevant intelligence, targeting, military, government, or contractor experience.

• Graduate of Intelligence Tactics Instructor, Marine Corps Intelligence Schools, Joint intelligence education, targeting courses, or comparable advanced intelligence training preferred.

• Formal instructor, mentor, facilitator, or curriculum development experience preferred.

Years of Relative Work Experience

• Experience supporting intelligence operations at the Division, MEF, MEB, Joint Task Force, or comparable operational headquarters level.

• Previous experience serving within an Intelligence Operations Center, operational headquarters, targeting cell, collection management element, or comparable intelligence staff highly desirable.

Clearance

• Secret clearance eligibility required. Eligibility for upgrade to Top Secret with Sensitive Compartmented Information access is required when dictated by position responsibilities, contract requirements, or supported training events.
