Overview
The MoJ Property Directorate is a customer focused organisation that exists to enable our customers to perform to their very best. We do this by providing high quality, easy to use services, and working environments that our customers want to work in, which support them to deliver their individual outputs efficiently. Our job is to manage one of the most diverse and complex estates in Government – hosted by the Ministry of Justice (MoJ). The MoJ Property Directorate brings together a property portfolio including Prisons, Probation, and MoJ HQ and Arm’s Length Bodies.
MoJ Property provides specialist services including facilities management, health and safety, fire safety and security, technical design expertise, and sustainability. We also have business management teams who support the entire Directorate and each of our partners is supported by account management teams. We are responsible for a great deal - our portfolio consists of properties valued at £9.3bn for the MoJ alone. We are part of the Government Property Profession (GPP) and through active membership and engagement we will work with the Office of Government Property to develop the maturity of the profession and encourage our people to join the GPP. We continue to build our capability through training and recruitment, aspiring to be the best that we can be as individuals and as a directorate.
We continue to deliver new ways of working across our portfolio – leading on the scale and pace of activity for central government – proposing ways to achieve, and then providing more dynamic and flexible workspace, while driving down the cost of the estate.
Team Overview
The Capital Maintenance (CM) and Capital Prison Infrastructure & Technical Standards (CPI&TS) teams are responsible for the delivery of investment and strategic requirements through project, portfolio and programme management. The CM team is responsible for the delivery of maintenance projects across the MOJ estate for both Prisons and Courts. The CPI&TS Team deliver capital investment projects relating to the increase of prison places, building new Prisons and Houseblocks across the prison estate as well as the technical specialists who ensure that the built assets and information assets that we produce are aligned to the standards and requirements of the organisation.
The teams act as MoJ representative in the intelligent client function; they are the single focus point for the day to day management of capital. This is inclusive of stakeholder management, development of the project in a timely manner and securing delivery and handover. Alongside delivery, another key function of the role is to lead a project post implementation review, inclusive of lessons learned in order to aid continuous improvement.
Travel – Frequent travel will be required for this role to sites across England and Wales as well as HQ sites in London and Leeds.
Job Description, Duties and Responsibilities
Responsibilities will include the following:
- Responsibility on allocated project(s) for the day-to-day management of delivery partners and performance of suppliers from inception to completion, ensuring the project’s successful development and compliance with all financial and procurement processes.
- Acting as the ‘intelligent client’ for the timely delivery of allocated projects.
- Providing the overview of the delivery arm of projects with responsibility for driving through the outputs and business benefits described by the mandate; brief; and business case.
- Managing and maintaining project and product controls, ensuring tasks are carried out effectively and accurately by the project team, and reporting on these to the SPS, as well as developing relevant project reporting for stakeholders.
- Being accountable to a Senior Project Sponsor and will also work closely with the Leads of the Prison Supply Directorate for the delivery of their projects to the required cost, time and quality standards.
- The sponsor should work with Commercial Teams and Cost Consultants to monitor project budgets, ensuring robust, timely, forecasting of finance. Approval of payments efficiently, challenging as appropriate to ensure value for money. Manage the end to end requisition to pay process, making sure prompt and fair payment is made and track expenditure.
- Complete and provide clear, accurate management information for the monthly PDS cycle and performance dashboard reporting processes.
- Management the request for information from Stakeholders and work to resolve any issues.
- Draft clear concise, quality business cases and all other project documents - including benefits, training, lessons learnt and handover documentation - ensuring the supply chain comply with all handover processes and data uploading policies on Viewpoint.
- To maintain and develop key stakeholder relationships to ensure a communicated strategy on specific projects.
- To provide clear direction and focus, visibly championing the changes which deliver greater efficiencies, Presenting at Board as required.
- Leadership is a critical element of this role, as is the ability to prioritise and manage a workload, analyse complex information, present recommendations and make effective decisions.
- Sponsor will be expected to travel to sites within their allocated regions for Project meetings, handover and lesson learned. Occasional travel to London.
Skills and Experience
Essential Skills and Experience
- Experience of delivering complex projects or programmes through multiple stakeholders to achieve agreed outcomes.
- Experience of managing relationships with senior stakeholders, customers, contractors and delivery partners.
- Experience of implementing service improvements or new ways of working within a property, estates, facilities management or project delivery environment.
- Strong analytical skills, with experience of interpreting performance, financial or operational data to support decision-making.
- Experience of producing reports, business cases and presentations for senior stakeholders.
- Advanced Microsoft Office skills, particularly Excel, Word, PowerPoint and Outlook.
- Experience of working within a property, estates, facilities management, construction, project management or operational delivery environment.
Desirable criteria
- Practical experience of delivering construction, property or infrastructure projects, including a working knowledge of the RIBA Plan of Work.
- Experience of financial management, including budget monitoring, forecasting and resource allocation.
- Knowledge of custodial environments and the operational requirements of prison estates.
- Demonstrable experience of applying project management principles, governance and delivery methodologies.
- Experience of managing contracts, including NEC3/NEC and PPC2000 forms of contract, and applying contractual remedies where required.
- Strong project management skills, including programme planning, risk management, dependency management and project controls. Understanding of the Government Property Profession framework and its application within property or project delivery roles.

Government Property Profession (GPP) Technical Skills
The GPP Framework is aimed at staff working in property or property-related roles and consider property to be their career anchor profession. This usually encompasses posts where professional qualifications and experience are directly relevant to the work being undertaken. However, it is also applicable to those who are currently not qualified property practitioners but wish to make this their profession of choice. Those with a property background at any level are encouraged to register with the GPP, which exists to support property practitioners at all levels. Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map . All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Annual leave is 25 days on appointment and will increase to 30 days after five years’ service.
