Overview of the job
The job holder will assist the YCS’ Head of Information in producing, interrogating, understanding, and publishing youth custody data. They will contribute to the organisation’s strategy for the future of custody data, and will determine what data collected and why, where data is sourced, how data quality be driven, and how should organisational focus around these key points be structured.
The job holder will be responsible for representing the YCS’ interests in the development of particular applications which can be used to both store and report on key data. They will also be instrumental in building relations with Prison and Probation Analytical Services (PPAS), Justice Statistics Analytical Services (JSAS), and other internal and external bodies for the purposes of accruing, analysing, publishing, and providing key datasets.
Post holders require experience of using advanced modelling and analysis techniques to support effective organisational improvement and directional focus. They should be proficient and experienced in the use of project methodologies, and with delivering quality outputs at pace.
Summary The Information and Analysis Lead will work with the wider YCS Contracts Quality & Performance Directorate as part of the Information Team. The Information Team is responsible for setting strategic direction for the use of custody data, as well as for capturing, analysing and presenting the full range of information needed by the YCS and its partners.
This Lead role will deal with a broad range of projects as well as development of products, and will be instrumental in assisting the decoupling of the YCS from the Youth Justice Board (YJB) through understanding Youth Custody data; how and when it is reported on, where data is sourced, and what assurance is required before data is published.
The responsibilities for this role include line management and successful candidates should expect to manage a number of staff from HMPPS Band 6 and below. Candidates will need to demonstrate experience of, and the skills necessary for the management of successful teams.
This is not an operational post but the post holder should expect frequent communication with those on the front line.
The post is HQ (Headquarters) based but there are opportunities for home working with the appropriate IT set-up and/or regional location working each week.
The post-holder should complete objectives whilst acting corporately and with consideration for members of the team and their work life balance.
Responsibilities, Activities and Duties
The job holder will be required to carry out the following responsibilities, activities and duties:
• Help set direction and focus for the YCS in terms of determining priority data to accrue and improve upon. Help determine appropriate data sources, and drive the organisation forward in terms of where effort should be placed to ensure proper data capture, leading to quality reporting output.
• Lead analytical research relating to designated projects.
• Both commission team and personally produce comprehensive analytical reports for a number of audiences
• Both commission team and personally produce datasets of key information for the unit, ready for subsequent analysis.
• Quality assure and manipulate large and complex datasets.
• Provide policy and operational support by producing ad hoc MI reports and otherwise responding to data/analysis requests when required.
• Conduct regular and relevant team meetings.
• Research trends and best practice.
• Manage the resources of their team to deliver its programme of work, using excellent line management and matrix management skills.
• Perform scenario and sensitivity analysis to understand the relative importance of assumptions, and inform identification and management of risk and uncertainty to inform relevant boards.
• Support YCS/HMPPS/MoJ by providing data analysis and reports and other related project outputs. Provide expert analytical advice on these topics to directors, heads of group, and senior managers.
• Project manage/lead on an array of complex pieces of work, often dealing with competing priorities and tight deadlines.
• Act as the account manager for analytical requests from YCS senior leaders.
• Demonstrate and develop strong working relationships both internal and external to the YCS. Work closely with non-analytical and operational colleagues to understand their requirements and translate these into analytical work as appropriate.

Additional Information
The Information and Analysis Lead is a key role for the YCS and a member of the Information and Performance Team, that sits within the Executive Directors Group. The Information and Performance Team is responsible for a wide portfolio of work including data development and management, statistical publications, and performance governance and analysis.
The successful applicant will lead on a portfolio of work around data development, data management, data visualisation and responding to data requests for the organisation. Current data development work consists of purposeful activity, education and equalities data. Within the team there are a number of projects, including the replacement of the YCS’ Microsoft Access database with a new SQL database, move data visualisation tools from excel to Tableau and lead data recommendations from the recently published Safeguarding Review. This role requires the successful applicant to work closely with operational leads and subject matter experts to understand data challenges across the different sectors, identify solutions to improve data quality and make data more accessible across the organisation.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs.
