Head of Legal Services Analysis
1. Overview
We have 1 role in the new Judicial Policy and Legal Services Analysis team.
This role is open to:
Existing badged analysts from GES badged analysts either on level transfer or on promotion.
You will be asked to supply evidence of your GES membership at application stage, this can consist of confirmation of passing the GES badging board or an email from your current line manager confirming your GES badged status. Applicants who do not provide this will be rejected .

Grade 7 – must meet all of the following:
· You have significant work experience evidencing use of data and/or analytical skills. Time spent on an analytical PhD can count towards this.
· You have significant experience of managing projects
· You have experience of leading or managing a team

Interviews are likely to take place in October 2026 and will be held via MS Teams . We will keep a merit list for a year for those who successfully pass the interview board but who are not offered a post.
1. The team
The newly created judicial policy and legal services analysis team will comprise of 4 G7 analytical teams supporting a range of interesting policy and operational analysis. Working within an embedded analysis model the team face into the Judicial and legal services division. The team will be part of a wider Access to Justice analytical directorate comprised of 5 G6 teams on topics such as legal aid, victims, civil and family justice.
As this is a new G6 team you’ll join the other team leaders in shaping how the team works and how to focus analytical work to add the most value in this area.
Legal services cover a wide range of advice, representation and support provided by solicitors, barristers, legal executives and other professionals across criminal, civil, family and commercial law. They matter because they help people, businesses and public services understand and enforce their rights, resolve disputes, comply with the law and access justice when they need it. A strong, trusted legal services sector is therefore essential to the rule of law, judicial independence and public confidence in the justice system. It is also an important part of the UK’s economic strength: legal services support business certainty, financial services and deal flow, inward investment, international trade and the global use of English law, while contributing directly to growth, employment and exports. The Ministry of Justice plays a critical role in this system by supporting the rule of law, promoting English law internationally, safeguarding judicial independence and overseeing an effective regulatory framework for the legal professions. Legal services have been identified as a key growth area within the industrial strategy, making this an exciting time to join the team and shape high-impact analysis that can inform policy, strengthen the evidence base and help maximise the sector’s contribution to both justice outcomes and economic growth.
2. What you’ll do
As Head of the Legal services analysis team, you will lead the provision of analysis across a diverse portfolio relating to legal services, both domestic policy and international trade, support the development of policies to support growth in legal services and how it supports the industrial strategy and economic growth.
You’ll become the departments leading analytical authority on legal services, how they support the economy and in turn how the department can support the growth in legal services. This area has been under resourced in the past and this new team will get the opportunity to scope what analytical projects would add the most value to policy development and lead work to build the evidence base in this area.
As part of your role, you’ll be responsible for leading analytical work in support of the legal services industrial strategy contribution, including expanding the evidence base on the work undertaken by the sector, to support evidence-based policy to drive growth You will be responsible for maintaining an existing reporting dashboard with key statistics, identifying new data that could add insights to areas not currently captured. You’ll consider whether and how we can isolate the impact of our policies on the sector and drive forward the research agenda in this space.
You will also provide analytical support for services trade agreements with global partners, to support the use of English Law internationally.
You’ll work closely with policy colleagues on English law promotion, identifying opportunities for growth in legal services and how the department can support that work. You will provide analytical input for departmental reports and ministerial commissions relating to the sector.
You’ll establish links with other analytical colleagues across a range of topics inside and outside MoJ to develop a consistent framework for how MoJ considers its contribution to growth in this area and how to capture the impact the department has.
You will lead a small team, with direct line management responsibility for one HEO economist, while contributing to the wider leadership of Judicial policy and legal services analysis team. You will support the professional development of colleagues, promote analytical excellence, and help ensure that economics continues to have a strong influence on policy making across the legal services sector.

5a. Selection Process
There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications.
Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills, and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers.
The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map . All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours
