Certified Payroll & Prevailing Wage Specialist
Department: Construction
Location: Kansas City Office
Reports to: Vice President of Construction, Kansas City
Summary of Role: As the Certified Payroll Specialist, you will serve as F&C's subject-matter resource for certified payroll and prevailing wage compliance across active construction projects. You will ensure subcontractor and vendor certified payroll submissions meet federal, state and local requirements, maintain compliance documentation, and serve as the point of contact for certified payroll audits and inquiries.
Position Type: Hourly – Non Exempt (eligible for overtime)
Key Responsibilities:
Certified Payroll & Prevailing Wage Compliance
- Prepares, processes, and submits weekly certified payroll reports (e.g., federal WH-347 and state-specific equivalents) for all applicable Davis-Bacon, state and local prevailing wage projects.
- Reviews contract documents at project set-up to identify certified payroll and prevailing wage requirements, wage decisions, and reporting deadlines.
- Collects, reviews, and reconciles subcontractor certified payroll submissions for completeness and accuracy prior to submission to owners or funding agencies.
- Monitors applicable federal and state wage determinations and fringe benefit requirements for each project; communicates updates to project teams and subcontractors.
- Tracks and follows up on missing, incomplete, or non-compliant subcontractor payroll submissions; escalates unresolved issues to the Vice President of Construction.
- Maintains certified payroll records, statements of compliance, and supporting documentation in accordance with federal, state, and local recordkeeping requirements.
- Builds and maintains certified payroll tracking logs across all active projects requiring compliance reporting.
- Serves as the primary point of contact and Field Auditor for certified payroll audits and information requests from owners, funding agencies, or government auditors.
- Trains subcontractors and project teams on certified payroll submission requirements and provides guidance on corrections.
- Coordinates with Construction Accounting on labor classifications, apprentice ratios, and fringe benefit calculations.
- Assists with certified payroll and prevailing wage compliance requirements during the bid and proposal process, as needed.
- Stays current on changes to the Davis-Bacon Act, related acts, and state prevailing wage laws applicable to F&C's active markets.
Team Collaboration & Administrative Support
- Assists Construction Accounting and Project Teams with certified payroll-related questions and documentation requests.
- Identifies and recommends process improvements related to certified payroll compliance workflows.
- Attends company meetings when requested.
- Performs additional duties as assigned by the Vice President of Construction.
Qualifications and Experience:
- Associate's or Bachelor's degree in accounting, business administration, or a related field preferred; equivalent experience considered.
- 2+ years of experience with certified payroll reporting, prevailing wage compliance, or Davis-Bacon Act requirements strongly preferred.
- Prior experience in construction accounting or compliance support preferred.
- Experience with Viewpoint, LCPtracker, or similar certified payroll/compliance software a plus.
- Strong attention to detail, organizational skills, and proficiency with compliance documentation.
- Ability to manage multiple projects and deadlines simultaneously in a fast-paced compliance environment.

Key Competencies and Skills:
- Computer Proficiency: Ability to navigate and utilize company-specific software and systems. Proficient in Microsoft Office suite. Proficient in Viewpoint, LCPtracker, or similar certified payroll/compliance software.

Physical Requirements:
- Must be able to remain in a stationary position 90% of the time.
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
- Constantly positions self to maintain files in file cabinets.
- The ability to communicate information and ideas so others will understand. Must be able to exchange accurate information in these situations.
- The ability to observe details at close range (within a few feet of the observer).
- The ability to move boxes weighing up to 20 pounds across the office for various needs.
- Constantly works in indoor office conditions.
