# Position Summary
The Assistant Vice President of Programs & Delivery serves as the Vice President’s operational deputy and Chief of Staff for the Programs & Delivery organization. This role ensures that VP priorities are translated into action, executive decisions are followed through, portfolio risks and commitments are tracked, and cross-functional support moves efficiently across the company.

Serve as the VP’s Chief of Staff and operational deputy, ensuring execution across the portfolio while driving cross-functional coordination.
# Key Responsibilities

VP Execution Support

- Translate VP priorities into clear action plans and coordinated execution.
- Drive follow-through on executive decisions and monitor completion of commitments.
- Track strategic initiatives, milestones, risks, and dependencies.
- Coordinate deliverables for executive meetings and prepare briefing materials and portfolio analyses.
- Ensure the VP has timely, accurate information needed for portfolio-level decisions.

Program & Contract Support

- Partner with Program Managers and Program Directors on staffing challenges and recruitment needs.
- Support coordination around performance concerns and related documentation.
- Assist with contract modifications, surge support requirements, risk-mitigation plans, program startups, and transitions.
- Help resolve execution barriers that cross functional or program boundaries.
- Escalate material financial, contractual, customer, or organizational issues to the VP as appropriate.

Cross-Functional Leadership

- Serve as the primary Programs & Delivery liaison to People Operations, Finance, Contracts & Compliance, Growth, Recruiting, and IT.
- Ensure support requests move efficiently across departments and do not stall between functions.
- Coordinate cross-functional owners, deadlines, and follow-up for delivery-related issues.
- Help clarify priorities when multiple programs compete for shared resources.

Shared Services & Portfolio Projects

- Own or coordinate initiatives that impact multiple contracts, including recruiting campaigns and resource-sharing models.
- Lead quality-improvement initiatives, training programs, SOP development, and lessons-learned efforts.
- Support workforce planning and reporting standardization across the portfolio.
- Drive consistency in operating practices while allowing appropriate flexibility for contract-specific requirements.

Personnel Engagement

- Support Program Directors and Program Managers with coaching and staffing plans.
- Coordinate employee-relations matters with People Operations and appropriate program leadership.
- Support retention efforts, succession planning, and performance documentation.
- Help leaders prepare for difficult performance or staffing conversations and ensure agreed actions are executed.
- The AVP does not own final performance decisions but coordinates and supports their execution.

Operational Governance

- Run portfolio review meetings and ensure the right information is available for decision-making.
- Track portfolio risks, action items, and delivery commitments.
- Maintain executive dashboards and portfolio reporting.
- Follow up on open commitments and ensure responsible owners complete agreed actions.
- Promote consistency across contracts and identify recurring operational issues that require broader solutions.

Qualifications

Required

- Progressive leadership experience in program delivery, operations, PMO, or portfolio management, preferably in government contracting.
- Demonstrated ability to coordinate multiple programs, leaders, and functional stakeholders simultaneously.
- Strong understanding of staffing, recruiting, performance management coordination, risk management, and program transitions.
- Experience preparing executive briefings, dashboards, analyses, and decision-support materials.
- Strong organizational discipline and proven ability to drive follow-through across teams.
- Excellent written, verbal, facilitation, and stakeholder-management skills.
- Sound judgment regarding when to resolve issues directly and when to escalate to executive leadership.

Preferred

- Experience supporting federal healthcare, health and human services, CMS, HHS, or related government programs.
- Experience with portfolio reviews, PMO operations, shared-services initiatives, or cross-functional transformation efforts.
- Experience supporting recruiting campaigns, workforce planning, quality improvement, SOP development, and reporting standardization.
