SEO Prison Escort and Custody Service (PECS) Analysts in the Prison Escort and Custody Service Analysis Team
- Overview
We have 2 SEO roles in the PECS Analysis Team, within the Analysis Directorate.
Roles are open to:
- Existing badged analysts from the professions ( GORS/GSS/GES) either on level transfer or on promotion.
- Other candidates that are not members of GSS and GORS professions but possess and can demonstrate similar experience at the appropriate level. Badging opportunities will be available once in post for those who wish to apply.
Please note: this opportunity is only open to individuals currently employed within the Civil Service.
Specialist allowance
Due to the role(s) being analytical, those successful in recruitment will be eligible for a specialist allowance following an analytical interview based on the following values:

Background
This role sits in the PECs Analysis Team in the Justice System Modelling Division
The Prison Escort and Custody Service (PECS) is part of the Contracted Operational Delivery directorate in HM Prison and Probation Service. The role for PECS is to manage the life cycle of the contracts in place to support the secure transport of prisoners across the Criminal Justice System and manage secure court operations. PECS are responsible for the procurement of these services, and onward operational delivery and performance management of suppliers.
As a Senior Analyst you will work closely with PECS stakeholders in HMPPS to :
- Update projections as part of the bi-annual projections cycle; developing projections with operational input from PECS colleagues, incorporating the impacts of the Sentencing Act and the Independent Review of Criminal Courts. Between projection cycles, review and refine models and methodologies.
- Monitor the key assumptions and drivers underpinning the projections to identify emerging trends, risks and variances by tracking actuals to forecasts.
- Support Contract Management with Business as Usual (BAU) mobilisation of current contracts, including monitoring KPI’s.
- Provide analytical support for the PECS Programme with the re-tendering of the PECS
- As required undertake targeted deep dives into specific issues raised by the business, providing evidence and insight to support decision-making.
- Provide scenario modelling to support strategic and operational decision-making across PECS; possibly developing projections for demand changes in other areas of PECS activity (e.g. escort services in Courts).

Essential
- Technical and analytical capability : Experience of manipulating large complex datasets, applying complex analytical techniques to generate insights. Proficiency in analytical tools and languages such as R or Python, Excel.
- Application of analytical methods : Practical experience, knowledge and understanding of a wide range of forecasting techniques. Ability to bring together a wide range of insight and data, drawing evidence-based conclusions that drive model development and analysis.
- Project delivery : Experience of managing analytical projects: from scoping and planning through to delivery, stakeholder co-ordination and ensuring quality and timeliness. Able to adapt analytical approaches flexibly to meet project deadlines and deliver results effectively.
- Communicating and Influencing : Have strong written and oral communication and interpersonal skills and the ability to explain complex technical data and analytical concepts to non-technical stakeholders, including senior leaders.
- Stakeholder management : Ability to manage stakeholder needs to deliver an organised programme of analysis/modelling, working collaboratively with stakeholders to achieve this. Ability to look beyond the immediate work area to identify opportunities where analysis could add value.
The following experience and skills are desirable :
- Experience of analysis supporting policy, operations or contract management.
- Experience of using economics in supporting the retendering of contracts.

5a. Selection Process
There will be an initial sift of applicants through comparing submitted evidence against the ‘Who you are’ bullets. This usually takes two weeks, depending on the number of applications.
Those who make it through the initial sift will be invited to a Civil Service Success Profile interview. In the Civil Service we use Success Profiles to help us find the right person for the job. We will be using a mixture of methods to assess your abilities, strengths, experience, technical skills, and behaviours. We highly recommend learning about Success Profiles and using the Situation, Task, Action, Result and Reflection (STARR) framework when structuring your answers.
The highest scoring candidates that pass the interview will be offered the roles. The whole process can take up to a month.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map . All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours
