Position Summary 
GoldenWolf is seeking an experienced Construction Manager / Owner's Representative to support the National Park Service Freedom Riders National Monument rehabilitation project in Anniston, Alabama. 
This position provides full-time onsite construction management support for the rehabilitation of the historic Greyhound Bus Depot and Mural Building. The project includes historic preservation, hazardous-material abatement, roofing replacement, MEP modernization, fire protection systems, security upgrades, accessibility improvements, visitor center renovations, and site improvements. 
The selected individual will serve as the Government's onsite construction representative and will be responsible for project documentation, schedule review, cost analysis, quality assurance support, contract administration support, and construction oversight throughout project execution. The position does not supervise contractor personnel or authorize contract modifications.
Key Responsibilities 
Construction Management & Field Oversight 
• Provide full-time onsite construction management support. 
• Observe and document construction activities, progress, quality, and contractor performance. 
• Monitor compliance with contract documents, specifications, applicable codes, and safety requirements. 
• Maintain detailed daily reports and photographic documentation.

Project Controls & Schedule Management 
• Review baseline schedules and monthly schedule updates. 
• Evaluate project progress and schedule impacts. 
• Analyze schedule delays and Time Impact Analyses. 
• Assist the Government with construction tracking and reporting.

Cost Estimating & Change Management 
• Prepare or support independent government cost estimates. 
• Review contractor proposals and change-order requests. 
• Analyze labor, materials, equipment, overhead, profit, and general conditions costs. 
• Support contract negotiations and modification development.

Contract Administration Support 
• Review submittals and Requests for Information (RFIs). 
• Review contractor payment applications. 
• Review certified payrolls and labor compliance documentation. 
• Track project correspondence, action items, and deliverables.

Quality Assurance & Closeout 
• Participate in preparatory, initial, and follow-up inspections. 
• Review contractor quality control documentation. 
• Review warranties, O&M manuals, as-built documentation, and closeout packages. 
• Assist with punch-list development and project turnover activities.

Required Qualifications 
• OSHA 30-Hour Construction Safety Certification. 
• Strong understanding of commercial construction practices and project delivery. 
• Experience reviewing construction drawings, specifications, contracts, and schedules. 
• Experience with construction cost estimating and proposal analysis. 
• Experience reviewing pay applications and project documentation. 
• Experience documenting construction progress and changes. 
• Ability to navigate active construction sites safely. 
• Strong written communication and reporting skills.

Preferred Qualifications 
• Federal construction management experience. 
• National Park Service experience. 
• Department of the Interior experience. 
• Historic preservation or historic rehabilitation experience. 
• Facility renovation and modernization experience. 
• Experience with unforeseen site conditions and change management. 
• Experience with MEP renovations and complex building rehabilitation projects.

• RSMeans 
• PlanSwift or equivalent estimating platforms
