About this role

The Department of Environmental Services (DES) is seeking a Stormwater Management Inspector to perform construction management work that includes inspecting construction projects for compliance with Virginia's Municipal Separate Storm Sewer System (MS4) permit and mandated requirements to achieve water quality standards, prevent pollution, and detect/eliminate illicit discharge.

- High School Diploma/Equivalent; AND

Trainee Level:

- Some experience managing or conducting inspections of construction projects, such as highways, bridges, underground utilities, buildings, site utilities, or stormwater management facilities.

Full-Performance Level:

- Three (3) years of experience managing or conducting inspections of construction projects, such as highways, bridges, underground utilities, buildings, site utilities, or stormwater management facilities.

Desirables: Preference may be given to candidates with an associate or bachelor’s degree in environmental science/studies, Construction Management or a related field and experience in one or more of the following:

- Inspecting construction projects for state and/or local government bodies, including conducting Stormwater Pollution Prevention Plans (SWPPP) inspections;
- Stormwater management;
- Designing, constructing, or inspecting stormwater facilities;
- Reading and interpreting construction plans; and/or
- Communicating or explaining construction-related issues or matters to the public.

Possession of one or more of the following Certifications preferred:

- Virginia Stormwater Management Inspector; and
- Virginia Erosion and Sediment Control Inspector.

Special Requirements

Trainee Level: If an employee is hired at the trainee level, a training period will be established to last no longer than the equivalent of 12 months. At or before the end of the training period, the employee must meet experience, training, and proficiency requirements for the full performance level. Once the candidate qualifies for full performance, they will be appointed to the position.

Certifications: Must obtain Virginia Erosion and Sediment Control Inspector and Stormwater Management Inspector Certifications within one (1) year of hire date.

Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.

Driver's License: The applicant must possess, or obtain by time of appointment, a valid driver's license or commit to the use of alternative methods of transportation to perform duties at other locations. If the applicant possesses or acquires a driver’s license, the applicant must authorize Arlington County to obtain or provide a copy of their official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.

Working Conditions :

- The worker is subject to walking, standing, climbing and bending on rough, uneven, muddy or steep terrain. The worker performs activities inside and outside.
- The worker is subject to cold (below 32 degrees) for periods of more than one hour and/or temperatures above 90 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as snow, rain, hail, wind and humidity.

Additional Information

Work hours : Monday – Friday, 8:00 am to 4:30 pm. Telework and flexible work schedule opportunities available upon supervisor approval.

The official title is Construction Management Specialist.

The employee may be hired at either the Trainee or Full-Performance Level. The respective salary ranges are as follows:

- Trainee Level: $75,400.00 - $116,854.40
- Full Performance Level: $79,185.60 - $122,740.80
