Leads the strategy, planning, and delivery of digital products that support County operations and public services. Defines product vision, drives alignment between technology and business goals, and leads cross-functional teams in delivering user-centered solutions. Balances priorities, manages stakeholder expectations, and fosters innovation across a portfolio of products and platforms. Management Scope: Supervises exempt staff members
Education, Experience and Training: Education or experience equivalent to a Bachelor’s degree from an accredited college or university in Computer Science, Information Technology, Product Management, or in a job-related field of study. Six (6) years of work-related experience in product management, business analysis, or IT leadership, including two (2) years of supervisory experience. Certifications (Preferred): • Certified Scrum Product Owner (CSPO), Professional Scrum Product Owner (PSPO), or SAFe Product Owner/Product Manager. • ITIL, Six Sigma, or Agile coaching certification is a plus. Special Requirements/Knowledge, Skills & Abilities: • Ability to commitment to digital equity, accessibility, and innovation in public service • Ability to manage complex, enterprise-wide product initiatives • Skill in Agile methodologies, backlog management, and software development lifecycle (SDLC) • Skill in working with executive stakeholders and external technology partners. • Skill in digital transformation and process automation • Ability to lead, analyze, and think strategically • Skill in communication, negotiation, and stakeholder management • Skill in Agile product management tools (e.g., Jira, Azure DevOps, Trello) • Knowledge of IT governance, enterprise architecture, and cybersecurity best practices • Skill in managing product roadmaps and aligning with County objectives • Ability to drive cross-functional collaboration and resolve competing priorities • Skill in data analysis and decision-making capabilities • Skill in budget planning and product investment strategies • Knowledge of product strategy, Agile delivery, and user experience design • Skill in prioritization, stakeholder engagement, and decision-making • Ability to manage cross-functional teams and align with technical and policy constraints • Skill in product analytics, service design, and platform architecture • Ability to communicate effectively and collaborate across diverse stakeholder groups • Ability to work in a fast-paced, evolving technology environment Must possess a valid Texas Driver’s License, with a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.” Physical/Environmental Requirements: Travel to various work site locations, vendor meetings, conferences, and industry events.
