About this role

Salary Range:$64,663.30 - $100,235.20

Works under the direction of assigned supervisor in planning, developing, and implementing activities for employee promotional testing and professional development. Coordinates and administers pre-employment testing and new hire orientation. Works with Career Pathways Coordinator and VISTA ( (Volunteers in Service to America) Coordinator to implement and develop programs to include the Urban Fellows Internship program. Plans and executes various employee learning and promotional development events. Creates an array of valid, reliable, and systematic measurement tools to include, but not limited to surveys, testing platforms, interviews, focus groups, for all learning and/or testing modalities. Leads special project teams. Coordinates the administration of surveys and other tests through various technologies and platforms. Partners with business leaders to understand needs to support overall business strategy. Creates and compiles various reports by utilizing various Microsoft applications for management to review and analyze. Attends various meetings and conferences by driving throughout the City .

Job functions if assigned to the Professional Development team:

Creates learning products to evaluate performance gaps. Drives complete life cycle for leadership development offerings from diagnosing (needs assessment) to designing (instructional design) to delivering (facilitation) in a variety of formats. Provides both formal and informal learning and development offerings to all City employees.

Job functions if assigned to Assessments team:

Coordinates and administers job specific testing instruments such work samples, assessment centers, pre-employment, entry, promotional, skills, physical ability, and personality tests. Manages data to include data collection and analysis, creating test data files and reports, and tracking applicant test data. Creates and/or administers leadership development for promotional testing candidates. Conducts job analysis for testing purposes to identify knowledge, skills, and abilities (KSAs).

Bachelor’s degree in Human Resources , Business or Public Administration, Education, Instructional Design or related field and seven (7) years of professional experience in the learning and development field and/or in candidate assessment/test development, test administration, and project management; or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a valid driver’s license as a condition of continued employment.
