Job Overview:

The Human Resources Generalist is responsible for supporting and administering a wide range of human resources (HR) functions, including recruitment, onboarding, employee relations, benefits administration, performance management, compliance, training, and HR policy implementation. The HR Generalist serves as a resource for employees and managers, helping to foster a positive, compliant, and productive work environment while supporting organizational goals.

Responsibilities include:

- Immediately report any incidents or suspected incidents of abuse and/or neglect to a supervisor.

- Ensure compliance with all employee-related OPWDD and New York State Justice Center regulations.

- Support recruitment, onboarding and orientation activities.

- Respond to employee inquiries.

- Assist with performance management.

- Support engagement and retention initiatives.

- Support benefits related processes.

- Participate in employee leave request process, i.e: FMLA, NY DBL, NY PFL, Workers Compensation, etc.

- Support policy implementation.

- Ensure compliance with applicable Federal, State, and local labor laws and regulations.

- Support On Your Mark training programs including participating in training and maintaining records.

- Participates in administrative staff meetings and attends other meetings and seminars.

- Maintain HRIS data.

- Generate HR reports.

- Attend all required training courses and certifications, including OPWDD in-service sessions.

- Notify supervisors in advance of absences or lateness to ensure appropriate coverage and participant safety.

- Maintains all employee and applicant documentation as dictated by governing agencies.

- Maintains employee personnel files.

- Ensures compliance with USCIS Form I-9 Employment Eligibility Verification; periodically audits Forms I-9.

- Supports recruitment efforts, new-employee orientations; onboarding processes and form completion.

- Participate in HR related projects throughout the year, including Annual Benefits Open Enrollment, 401k enrollment, New Employee Orientation, etc.

- Assists in the Review of all HR related documents, forms, manuals, processes etc. to ensure all are accurate, in compliance and updated regularly. Maintain compliance with federal and state regulations concerning employment.  Develop human resources related communications.

- Interface with agency employees and prospective employees in a professional manner.

- Examine employee files to answer inquiries and provide information to authorized personnel.

- Resolve issues with payroll system.

- Perform other duties as assigned to ensure safety, quality, and compliance.

Qualifications

Physical Requirements:

- Work is often performed in an office environment and requires the ability to operate standard office equipment and keyboards.

- Prolonged periods sitting, standing, walking and frequently pulling, pushing, and bending.

- Must be able to endure long hours of continuous work.

- Physical effort required by the job includes standing, stooping, pulling, pushing, and lifting up to 40 pounds.

Knowledge, Skills, and Abilities:

- Knowledge of employment laws; HRIS experience; strong communication, organization, and problem-solving skills.

- Good computer skills, including the ability to learn new software applications and teach staff new software applications.

- Proficiency with Microsoft Office, particularly Microsoft Word and Microsoft Excel preferred.

Education and Requirements:

- High School Diploma or GED required.

- Bachelor's degree in Human Resources, Business Administration, or related field preferred.

- 2-5 years of HR experience.

- SHRM-CP, SHRM-SCP, PHR, or similar certification; healthcare, nonprofit, behavioral health, or human services experience preferred.

- Willing and able to work flexible work schedule, including evenings, weekends, and holidays as necessary and as assigned.

- Available on call, evenings, weekends, and holidays.

- Valid Driver’s License preferred.
