## Project Overview:

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

## Job Summary:

Working within project management consultancy environment (PMC), responsible the Deputy Project Controls Director is responsible for leading the project-wide Change Management function and providing strategic oversight of change identification, assessment, governance, approval, implementation, and reporting processes. Reporting to the Project Controls Director, the position provides leadership and direction for cost engineering, cost estimating, cost analysis/control, planning/scheduling, risk management and reporting activities for the project, directs cost trend estimating, analysis, and control activities and schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Directs the preparation and presentation of on-project estimates and cost forecasts. Supports project organizational and administrative activities. Provides non-routine cost engineering/planning and scheduling guidance. Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems.

## Major Responsibilities:

- Responsible for ensuring that all cost and schedule related functions on the project are performed in accordance with procedures and good practice.
- Provide strategic leadership and day-to-day management of the Change Management team, including mentoring, coaching, technical guidance, and performance oversight.
- Provides technical direction, training, day-to-day supervision and coaching to project assigned Project Controls personnel.
- Coordinate with Cost, Planning, Risk, Commercial, Contracts, Procurement, Engineering, and Construction teams to ensure integrated evaluation of change impacts
- Provide leadership to the planning, scheduling, trending, cost control, risk management, and reporting teams as necessary to meet internal and external customer requirements while adhering to the budget and schedule demands of the project.
- Lead the preparation of executive-level reports, dashboards, and presentations that communicate project change status, key trends, forecast impacts, and management actions
- Responsibilities include managing, leading, and providing administrative and technical direction to staff of project controls professionals, interfacing with management, engineering, construction, contracts, and procurement, and driving innovative solutions to cost engineering and planning/scheduling problems with the intent to help execute the project efficiently and effectively.
- Provide timely and accurate analysis and rporting to the Project Controls Director. Provide quality support to project and corporate management with organizational and administrative activities, including non-routine cost engineering/planning and scheduling guidance analysis, and presentations.
- Assist in commercial operations and prime contract administration, and interface with customers.
- Meet with and make presentations to client personnel.
- Interface with Project Controls functional department for reporting oversight and consistent application of procedures.

## Education and Experience Requirements:

- Requires bachelor's or master's degree (or international equivalent) and 20 years of relevant experience.

## Required Knowledge and Skills:

- Working knowledge of project control tools and cost databases.
- Proficiency with PC operating systems, with proficiency in several basic software applications.
- Knowledge of financial reporting systems and controller account codes, and understanding of Controller instructions, which impact Project Controls (including Project Financial Status
- Reports and Earned Revenue Determination Data).
- Knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
- Knowledge of engineering and construction management is customarily acquired over time through specialized instruction or practical experience.
- Fully proficient in existing data sources, excel etc. however all outputs are expected to be provided in Power BI.
- Prior Middle-East work experience preferred.
- Ability to develop working relationships with customer personnel
- Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
- Candidate should possess excellent organizational and interpersonal skills with an ability to work closely with peers, external customers, and client counterparts.
- A thorough understanding of Prime Contract formation and execution.
- Excellent verbal and written communication skills.
- Prior demonstrated capability to present information and analysis to senior management.
- Must be able to work overtime and adapt to changing work schedules.
