Join NASA as an Environmental Protection Specialist and help lead Agency-wide cultural resources management. You will guide implementation of NASA's Nationwide Programmatic Agreement, support historic preservation and Section 106 compliance, and collaborate across NASA and with external partners to advance mission priorities. This is a temporary promotion or detail opportunity not to exceed ONE (1) YEAR with the option to extend or make permanent without further competition.

Duties

Lead and coordinate Agency-wide implementation of NASA’s Nationwide Programmatic Agreement (NPA) and Cultural Resources Management Program.
Provide technical leadership and guidance to NASA Centers on cultural resources compliance, including National Historic Preservation Act (NHPA) and Section 106 requirements.
Lead planning and execution of architectural surveys and development of NASA Historic Properties Virtual Tours.
Develop Agency-wide cultural resources policies, guidance, reporting processes, and implementation strategies.
Coordinate and consult with State Historic Preservation Officers, the Advisory Council on Historic Preservation, Tribal Nations, and other external stakeholders.
Advise NASA leadership, Center Cultural Resources Managers, and program and project teams on complex cultural resources issues, risks, and compliance requirements.
Lead cross-functional, multi-Center teams and integrate cultural resources requirements into Agency planning, modernization, construction, demolition, and other mission activities.
Requirements

Conditions of employment
Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
Position subject to pre-employment background investigation or higher-level clearance. Investigation/Clearance may differ and be required based on the duty location/NASA Center requirements.
Financial Disclosure, Drug Testing, and/or the Travel Requirements for this position may differ and be required based on the duty location/NASA Center requirements.
If the individual selected is currently at the GS-14 grade level, they will be detailed at their current grade and step. If the individual is a current GS-13 they will be temporarily promoted to the GS-14 level.
Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

Providing technical guidance and program oversight for cultural resources management activities;
Interpreting and applying the National Historic Preservation Act (NHPA), Section 106 requirements, and related cultural resources laws and regulations; implementing programmatic agreements or similar compliance requirements; and
Coordinating with regulatory agencies, Tribal Nations, and other stakeholders; and developing strategies or solutions for complex cultural resources compliance issues.
