Job Description
Ensures high-quality and effective administration in:
1) Management of cash, payment operations, and the fulfillment of contractual
obligations at the University; 2) Management of liquidity and working capital of the University and the University
group of companies;
3) Implementation of short-term and long-term cash flow budgeting for the
University group of companies;
4) Control over the fulfillment of the University's financial obligations to suppliers
and financial institutions;
5) Minimization of financial risks and maximization of returns from the investment
of temporarily available funds of the University;
6) Methodological support for the conduct of financial operations;
7) Organization of the system of relationships with banks, including compliance with
the Constitution of the Republic of Kazakhstan, the Law of the Republic of Kazakhstan "On
the status of 'Nazarbayev University,' 'Nazarbayev Intellectual Schools,' 'Nazarbayev
Fund'," legislative and other regulatory legal acts of the Republic of Kazakhstan1 in the
relevant position, as well as civil, labor, tax, and currency legislation of the Republic of
Kazakhstan, regulatory and methodological acts in the field of payment operations, and
internal regulatory documents of the University.
Responsibilities (tasks, key areas of responsibility and functions):
1. Strategic and Operational Management:
1) Exercising strategic and operational management of the department, including the organization of core business processes, work planning, and monitoring the achievement of planned goals;
2) Providing methodological support for the conduct of financial operations; 3) Organizing the system of relationships with banks;
4) Developing internal regulatory documents on treasury operations;
5) Developing and implementing internal regulations and procedures for the execution of payments and money transfers for the timely fulfillment of monetary obligations and the financing of expenses within the approved annual budget;
6) Reviewing and approving internal documents of the University within the area of responsibility;
7) Interacting with other structural units of the University on issues within the competence of the Division;
8) Identifying, assessing, managing, and monitoring risks within the supervised area;
9) Automating treasury processes and analytical reports, and optimizing processes;
10) Timely and qualitative execution of other instructions from the Supervisor and management of the University within the scope of their job duties and powers.
2. Cash and Flow Management:
1) Preparing proposals for improving the system of accepting and executing payment requests to enhance efficiency and accountability;
2) Ensuring the compliance of all payment procedures for the receipt and disbursement of funds, placement and movement of deposits (contributions) with the requirements of civil, tax, accounting, and currency legislation and internal regulatory acts;
3) Ensuring the review and approval of requests (EDMS and accounting system) for payment/disbursement of funds within the area of responsibility – Employees and Students;
4) Controlling the correctness of оформление financial documents (payment requests, payment registers, invoices, bills, reports, acts, and others), and orders;
5) Managing working capital, including the placement of temporarily available funds;
6) Monitoring the accounting of the movement of funds, deposits, and (contributions) of the University;
7) Preparing cash flow plans (CFP) for the University Group and reports on their execution.
3. Management of Contractual Activities, including within the framework of currency regulation:
1) Monitoring the registration of contracts in accordance with the procedures and workflows established at the University in EDMS;
2) Monitoring the maintenance of the Contract Register in Excel/Dashboard with EDMS;
3) Monitoring the input of contracts and the maintenance of counterparty directories in the 1C accounting system;
4) Monitoring the storage of originals (in hard copy) of contracts and their submission to the archive in accordance with the approved list of cases;
5) Monitoring the storage of contracts signed via EDS (in electronic format/on a server) and their submission to the archive in accordance with the approved list of cases; 6) Monitoring the correctness and timeliness of the registration of currency contracts and the assignment of UNK codes;
7) Monitoring the completeness and timeliness of the submission of reports on the repatriation deadlines of currency contracts, including those registered with UNK codes;
8) Monitoring the work with initiators of currency contracts on the collection of closing primary financial documents;
9) Monitoring the work with representatives of the currency control department of the servicing bank, within the established deadlines for currency contracts and upon request.
4. Automation Development and Employee Consultation:
1) Ensuring a high level of service for internal clients (employees and students of the University);
2) Developing and implementing feedback tools for employees on treasury operations;
3) Consulting heads of divisions and employees on payment requests, concluded contracts and orders within the framework of оформление financial documents for them, currency legislation, and personnel administration;
4) Organizing training sessions and instructions on treasury matters, currency regulation, and contract administration;
5) Managing the process of automation and optimization of contract accounting and storage processes.
5. Reporting Management:
1) Planning the cash flow budget and liquidity management – Cash Flow Plan of the University Group of Companies for (appendix to the consolidated budget of the University Group of Companies) for the financial year (short-term), 3 years (long-term);
2) Actual execution of the cash flow plan – Movement Report - Cash Flow Report of the University Group of Companies for the reporting month, quarter, half-year, and year (appendix to the consolidated budget execution for the University Group of Companies);
3) Monitoring the forecasting of deposit (contribution) placements and interest for the reporting month, quarter, half-year, and year – Calculation of the forecast for the placement of temporarily available funds and interest on an ongoing basis, upon DEPA's request;
4) Monitoring the actual execution of the forecast for the placement of temporarily available funds and interest for the reporting month, quarter, half-year, and year – Report on the movement of deposits (contributions) and interest;
5) Maintaining a payment calendar based on concluded contracts, broken down by funding sources and Schools/departments, and cash flow items;
6) Monitoring the execution of contracts based on concluded contracts – Contract Execution Monitoring report;
7) Forming the income and expense budget for the Treasury Department – Budget request for expenses for the financial year (short-term), 3 years (long-term); 8) Reviewing and signing the time sheet in a timely manner and in full;
9) Monitoring the timely generation of bank statements;
10) Monitoring the timely completion of the Contract Register;
6. Reporting Control and Interaction with State Authorities:
1) Providing reports to the National Bank of the Republic of Kazakhstan according to the
list of reporting forms for the balance of payments within the established deadlines;
2) Fulfilling other requests from the fiscal authorities of the Republic of Kazakhstan.
Qualifications

Work experience requirements:
Minimum of 5 years of experience in the field of economics and finance, accounting and auditing, administration,
including experience with payment documents and banks, in the field of contractual activities. Experience working in large companies, scientific, educational, or international companies. Minimum of 5 years of experience managing a team of specialists, including setting goals, assigning tasks, and monitoring work performance

Good understanding of Information Technologies (hereinafter – IT) in the field of payment operations,
knowledge of internet banking programs; Knowledge of 1C, MS Office, Excel, PowerPoint programs;
Knowledge of financial, accounting, and tax accounting;
