Project Context and Scope
Since 2004, IOM has been actively implementing humanitarian and development programmes across the United Republic of Tanzania. Through its work on migration, climate resilience, displacement, and community stabilization, IOM supports the Government of Tanzania and local communities in addressing the impacts of climate change, disasters, and human mobility.
As part of its efforts to strengthen resilience and promote durable solutions for displacement-affected communities, IOM is implementing the Regional Responses to Climate Displacement in Sub-Saharan Africa (RE2CLID) project, a four-year initiative funded by the European Union and implemented in partnership with Enabel. In Kigoma Region, the project supports climate resilience, sustainable natural resource management, and livelihoods development among displacement-affected and host communities. To inform the design and implementation of livelihood interventions under the project, IOM seeks to undertake a market assessment to identify viable green livelihood opportunities, assess market demand and skills needs, and provide practical recommendations to guide livelihoods programming in Kigoma Region.
Organizational Department / Unit (Programme Coordination Unit)
Under the overall supervision of the Programme Coordinator and in close coordination with the RE2CLID project officer, the Consultant will conduct a comprehensive market assessment to identify and prioritize viable green livelihood opportunities in Kigoma Region and provide operational recommendations to inform project implementation. The Consultant will work closely with relevant IOM staff, government authorities, private-sector actors, financial service providers, training institutions, development partners, community stakeholders, and other relevant actors, and will be responsible for delivering all agreed outputs and reports in accordance with the requirements and timeline established by IOM.
Required Qualifications and Experience
Education
- Advanced university degree (Master’s degree or equivalent) in Economics, Development Studies, Business Administration, Agricultural Economics, Environmental Management, Natural Resource Management, Labour Economics, Project Management, or a related field from an accredited academic institution; or
- A first-level university degree in one of the above fields, combined with additional relevant professional experience.
Experience
- At least ten years of relevant professional experience in market assessments, labour market analysis, value chain development, livelihoods programming, private-sector development, enterprise development, or related areas.
- Demonstrated experience in conducting comprehensive market assessments using qualitative and quantitative research methods.
- Demonstrated experience conducting market systems development (MSD), Emergency Market Mapping and Analysis (EMMA), Participatory Market Chain Approach (, PMCA), Making Markets Work for the Poor (M4P), value-chain, labour-market, or green economy assessments within humanitarian, resilience, or displacement contexts.
- Proven experience in identifying and analysing climate-resilient and market-driven livelihood opportunities, including green businesses, climate-smart agriculture, renewable energy, waste management, recycling, or circular economy initiatives.
- Experience in market demand analysis, business viability assessment, employment potential analysis, value chain assessment, and identification of barriers to market entry.
- Experience in assessing skills gaps, vocational training needs, mentorship requirements, and enterprise development opportunities for vulnerable populations.
- Demonstrated experience in working with private-sector actors, financial service providers, cooperatives, vocational training institutions, business incubation actors, government authorities, and development partners.
- Experience in mapping financial and business support mechanisms, including microfinance institutions, savings groups, government financing programmes, and private investment opportunities.
- Experience in assessing waste management or waste-to-wealth initiatives, including the technical, commercial, and organizational feasibility of recycling or resource-recovery enterprises, is highly desirable.
- Experience in applying gender, protection, disability inclusion, and social inclusion considerations in market assessments or livelihoods programming.
- Previous experience working with displacement-affected populations, host communities, youth, and women is highly desirable.
- Experience working in Tanzania, particularly in Kigoma Region, or in a comparable humanitarian and development context, is an advantage.
- Previous experience working with IOM, United Nations agencies, international organizations, or donor-funded programmes is desirable.
Skills
- Strong knowledge of market systems development, livelihood analysis, labour market assessment, value chain analysis, and private-sector engagement.
- Strong qualitative and quantitative research, data analysis, and report-writing skills.
- Ability to design and apply appropriate assessment tools, including key informant interview guides, focus group discussion guides, household or enterprise questionnaires, and market observation tools.
- Ability to assess and prioritize livelihood opportunities using clear criteria, including market demand, profitability, employment potential, climate resilience, inclusiveness, scalability, and sustainability.
- Strong stakeholder engagement, facilitation, consultation, and coordination skills.
- Ability to translate assessment findings into practical, evidence-based, and operational recommendations.
- Strong analytical and problem-solving skills, with attention to detail and accuracy.
- Excellent written and verbal communication and presentation skills.
- Ability to work independently, manage competing priorities, and deliver high-quality outputs within agreed timelines.
- Proficiency in standard computer applications and relevant quantitative or qualitative data analysis tools.
Languages
Proficiency in both English and Swahili is required, in both Written and Spoken communication.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy.
