Job Description:
As part of the People & Organisation Development (POD) team, you will manage assigned Learning & Development portfolios and support the delivery of learning and development initiatives. You will oversee overseas training administration, budget monitoring, stakeholder engagement, reporting and governance processes, while partnering with stakeholders to ensure the effective planning, implementation and continuous improvement of learning programmes.
Job Responsibilities:
Overseas Conference & Training Administration
- Manage end-to-end administration of overseas conference and training applications, ensuring compliance with organisational policies, governance requirements and approval processes.
- Review, verify and consolidate applications for completeness, accuracy and adherence to established guidelines.
- Coordinate approval submissions, communicate application outcomes and ensure timely follow-up of required actions.
- Maintain accurate records and documentation of overseas conference and training activities.
- Serve as the key point of contact and provide guidance on policies, procedures, funding and eligibility requirements.
Learning Portfolio Management
- Manage assigned learning portfolios, ensuring effective planning, implementation, evaluation and continuous improvement of learning initiatives.
- Partner stakeholders to identify learning needs and develop annual learning plans and implementation strategies.
- Coordinate and support the design, planning and delivery of learning programmes and interventions.
- Monitor programme participation, utilisation, effectiveness and outcomes, and recommend improvements based on data and feedback.
- Prepare reports, presentations and recommendations to support portfolio planning and management review.
Budget Monitoring & Financial Administration
- Monitor and track training budget utilisation, including overseas conference and training expenditure, and provide timely reporting and analysis to support effective management of training resources.
- Review, verify and process training-related claims in accordance with financial policies and guidelines.
- Prepare budget utilisation reports, forecasts and year-end accruals, ensuring accuracy and timely submission.
- Monitor expenditure trends and highlight potential budget variances or issues to relevant stakeholders.
- Maintain accurate financial records and support audits and financial reporting requirements.
Stakeholder Engagement & Advisory
- Serve as a key point of contact for departments, staff, finance and external training providers on learning and development matters.
- Provide advice and guidance on learning policies, training administration processes and funding requirements.
- Build and maintain effective partnerships with stakeholders to support organisational learning objectives.
- Manage enquiries, resolve operational issues and handle escalated cases in a professional and timely manner.
Governance, Reporting & Process Improvement
- Ensure compliance with organisational policies, audit requirements and internal controls related to learning administration and expenditure.
- Review and drive continuous improvement of learning administration processes, guidelines and standard operating procedures.
- Generate, analyse and present learning statistics and management reports to support decision-making and operational planning.
- Identify and implement process improvements to enhance operational efficiency and service delivery.
- Support departmental projects, system enhancements and organisation-wide learning and development initiatives.

Educational and Professional Requirements:
- Degree in any discipline with minimum 3 years’ relevant experience in learning and development functions; or
- Diploma in any discipline with minimum 6 years’ relevant experience in learning and development functions.
- Proficient in Microsoft Office, particularly Microsoft Excel.
