A. Job Purpose
• Quality Manager shall be nominated with the responsibility of ensuring that the organization is always in compliance with CAR-145.
B. Key Accountabilities
• Establish effective Quality and Safety Management System for E&M department to monitor compliance with CAR 145 requirements.
• Define adequate policies & standards for compliance by all personnel associated with aircraft maintenance in the company.
• Review of the changes in the regulations periodically and incorporate the changes affecting the company functioning to company policies / procedures including the MOE.
• Submission of the MOE and any associated amendments, to the DGCA for approval.
• Establish and administer certifying staff authorization system, including stores inspector, within E & M department for maintenance and certification of aircraft / component.
• Evaluate the company’s capability to undertake maintenance of aircraft and liaison with DGCA to obtain necessary approval.
• Review and approve maintenance and associated procedures developed by various Departments and documented in the respective second level Manual of Air India E & M.
• Evaluation, approval and monitoring of suppliers of new and used components and materials for satisfactory product quality in relation to the needs of the organization.
• Evaluation, approval and monitoring of contracted / subcontracted organization, including specialized services providers.
• Reporting of the occurrences to the DGCA in the form and manners required by DGCA.
• Technical investigation of incidents / occurrence associated with aircraft maintenance and liaises with DGCA, as required.
• Monitor significant defect, and defects with adverse trend reported during aircraft maintenance are identified and addressed effectively and promptly.
• Establish a quality audit program in which compliance with all maintenance procedures is reviewed at regular intervals in relation to each type of aircraft (or component) maintained (including the management and completion of audits and production of audit reports) and ensure that any observed non-compliances or poor standards are brought to the attention of the person concerned via his/her manager.
• Follow up and close of any non-conformances identified.
• Approval of annual audit plan for Maintenance Organization and ensure its implementation.
• Review effectiveness of quality system through audit feedback and periodically apprise the Accountable Manager about compliance status with policies and standards.
• Notify the DGCA regarding any major changes in the organization, as soon as practicable.
• Establish adequate feedback system for any maintenance incident / occurrence / audit findings etc. to continuation training program.
• Facilitate for internal as well as external audit and ensure appropriate Corrective/preventive actions to address finding if any.
• Analyse data to identify trends, potential issues, and areas for improvement in airworthiness management.
• Identify opportunities for process improvement and efficiency gains within CAMO.
• Implement continuous improvement initiatives based on data analysis and industry best practices.
Any other additional responsibility could be assigned to the role holder from time to time as a standalone project or regular work. The same would be suitably represented in the Primary responsibilities and agreed between the incumbent, reporting officer and HR

F. Educational and Experience Requirements
Minimum Education requirements
• An aircraft maintenance engineer qualification along with appropriate DGCA license or a relevant engineering degree (aeronautical, mechanical, electrical, electronic, avionics).
Experience
Minimum
• 8-10 years relevant work experience in an aviation industry of which minimum five years must be in executive level.
Desired
• Practical experience in the application of aviation safety standards and safe operating practice. • 10-15 years’ experience in application of aviation safety
