The Financial Services Commission ("the Commission") is establishing a new regional office in Panama City, Panama (“the LatAm Office ”).
The LatAm Office will serve as a bridge between the Commission and service providers in Latin America, facilitating their day-to-day registry transactions and such other transactions as the Board of the LatAm Office approves from time to time.
The Commission invites suitably qualified internal candidates to apply for the position of Latin America Representative. The successful candidate will lead the day-to-day operations of the Latin America Office, serve on its Board of Directors and contribute to decisions governing the Office. The office holder reports directly to the Director of Policy Development and External Relations and will have significant latitude in directing the Office's work.
The appointment is best suited to employees who have been with the Commission for over 4 years in a mid-level to senior position. The initial appointment is for a period of 18-24 months and will include basic accommodation and transportation allowances. The successful candidate may be required to take up office in early 2027.
Responsibilities
Leadership Governance and Operations
- Manage and oversee staff operations and the effective functioning of the LatAm Office;
- Develop and maintain policies, procedures and guidance for efficient operations of the LatAm Office;
- Identify, monitor and manage operational risks associated with the LatAm Office and ensure appropriate data management systems support reporting, decision making and service delivery;
- Support Registry of Corporate Affairs with approved back-office services, including certificate printing;
Industry Service and Stakeholder Relations
- Build and maintain positive and constructive relationships with service providers, and any relevant regulatory or governmental body as needed;
- Support service providers in Panama and the wider Latin American and South American regions with inquiries relating to financial services and other related services;
- Help service providers in the Latin America and South America regions to understand new financial services legislation, products and related FSC requirements;
Research, Reporting and Coordination
- Monitor and report on developing financial services sector trends and relevant macroeconomic, financial and political developments across the region, including statistical reporting where relevant;
- Report on conferences, seminars and other external engagements, and recommend how the Commission may leverage such information to enhance its business or products;
- Work closely with the Director, Policy Development and External Relations, and other Division heads to identify emerging issues, share information and obtain guidance for the LatAm Office’s services.
- Work closely with the Commission, the Government of the Virgin Islands, regional governments and other relevant stakeholders regarding outreach, awareness and engagement campaigns with the financial services industry, as well as participate in regional events as needed;
- Ensure all relevant Commission initiatives, policies, and procedures are aligned, adjusted for the local context as appropriate, with those of the LatAm Office; and
- Undertake other duties consistent with the functions and objectives of the Commission and the LatAm Office.
Qualifications and Experience
The minimum qualifications required to successfully perform the job are as follows:
- A Bachelor's degree in Business administration/Management, Finance, Law, Policy, Economics, or a related discipline, with a minimum of four (4) years’ post-qualification experience in financial services or related industry; or
- A relevant professional qualification with at least five years’ experience.
Knowledge and Skills
The following knowledge and skills are required:
- A working knowledge of the Registry of Corporate Affairs and the regulatory products and services provided by the Commission.
- The ability to develop a sound working knowledge of international financial centres, international financial markets and international supervisory standards.
- Strong computer skills and excellent training, presentation and public-speaking ability.
- Excellent interpersonal, delegation and staff-motivation skills, together with a willingness to share knowledge.
- Diplomacy, coupled with the ability to work amicably with staff and a wide range of stakeholders, is essential.
- A firm commitment to manage the adaption to life in an unfamiliar environment with cultural differences.
- A proven ability to represent the Commission satisfactorily on issues including legislation, functions, licensing policies etc.

Customer Oriented - The ability to focus on understanding the needs of internal and external customers to provide assistance, resolve problems, and satisfy their expectations while cultivating relationships built on commitment and trust.
