## Project Overview:

Bechtel has been appointed by the Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of the BART Silicon Valley Program. The Program extends the BART system from Berryessa/North San Jose through downtown San Jose to Santa Clara. The project includes a single-bore tunnel, underground and at-grade stations, and related rail and maintenance facilities.

## Job Summary:

Bechtel is seeking a Field Engineer to support construction management oversight of preparatory works for the BSVII project. Working within the client organization as part of an integrated team, the Field Engineer will monitor assigned field activities, review technical information, maintain accurate records and support the Resident Engineer and Assistant Resident Engineer in administering the construction contract.

The role will focus on non-rail preparatory works carried out across multiple work fronts and interfaces with public streets, utilities, property boundaries, environmental requirements and follow-on construction. The successful candidate will work closely with construction inspection, safety, quality, environmental, design, survey, utility and contract administration personnel. #LI-RM1

## Major Responsibilities:

- Archaeological investigation, monitoring and testing, including compliance with required hold points and response protocols.
- Contamination investigation, sampling and characterization, including monitoring of material handling, transportation and disposal requirements.
- Perimeter fencing, hoarding, gates, access control and associated temporary works.
- Utility investigations, protection, relocations and diversions, including coordination with utility owners and permitting agencies.
- Street and public-realm works, including curbs and gutters, paving, striping, traffic signal modifications, traffic staging and restoration.
- Jet grouting and associated ground improvement, verification testing and monitoring.
- Instrumentation and Monitoring (I&M) installation works, including access, protection, baseline requirements and coordination with the wider monitoring regime.
- Other civil, temporary and enabling works needed to prepare sites and work areas for subsequent major construction.
- Report to and support the Resident Engineer or Assistant Resident Engineer in the oversight and administration of assigned preparatory works.
- Monitor Contractor work for conformance with the contract documents, approved design, technical specifications, permits, quality requirements and applicable codes and regulations.
- Coordinate with Construction Inspectors to confirm appropriate inspection coverage, testing, hold points and documentation for planned field activities.
- Review Contractor work plans, method statements, submittals, requests for information, shop drawings, temporary works proposals and other technical documents relevant to assigned scopes.

- Perform field observations, identify potential nonconforming work or emerging issues, and promptly communicate findings to the RE/ARE and appropriate project functions.
- Support resolution of design, construction, access, utility and third-party interface issues by gathering field information, coordinating reviews and tracking actions to closure.
- Review short-term schedules and look-ahead plans to identify upcoming activities, inspection needs, constraints, interfaces and potential impacts to project milestones.
- Coordinate with utility owners, municipalities, property stakeholders, environmental specialists, designers, surveyors and other project teams as directed by the RE/ARE.
- Work with the Project Safety Team to support compliance with safety requirements associated with traffic, excavations, utilities, contaminated materials, lifting operations, ground improvement and public interfaces.
- Work with the Project Quality Team to support implementation of inspection and test plans, material approvals, testing, nonconformance control and turnover documentation.
- Maintain accurate contemporaneous field records, including daily reports, progress photographs, quantities, labor and equipment observations, inspection and testing status, issues and delays.
- Support review of Contractor payment quantities, requests for change, time impacts and other contract administration matters by assembling relevant field records and technical information.
- Attend field coordination, utility, traffic, safety, quality and progress meetings as required, and maintain clear records of actions assigned to the preparatory works team.
- Support completion, punch-list, handover and acceptance activities for assigned preparatory works.

- Provide technical guidance and coordination support to Construction Inspectors and other field personnel within the limits of delegated authority.
- Promote collaborative and professional working relationships across the integrated project team.
- Coordinate the timely flow of field information, technical reviews, approvals and decisions needed to maintain progress.
- Contribute to risk identification, issue tracking, mitigation planning and periodic reporting for assigned scopes.
- Comply with Project Safety, Health, Environmental and security requirements.
- Support adherence to the approved construction budget and schedule.
- Follow project procedures for document control, reporting, correspondence and contract administration.
- Undertake other duties consistent with the role as assigned by the RE/ARE.

## Education and Experience Requirements:

- Bachelor's degree, or international equivalent, in civil engineering, construction management or a related field, with 8+ years of relevant experience; or 12+ years of relevant work experience in lieu of a degree.
- Experience supporting construction management, field engineering or inspection on heavy civil, transportation, utility or major infrastructure projects.
- Demonstrated field experience with several of the following: utility relocations, street works, traffic staging, ground improvement, I&M installation, environmental or archaeological constraints, site development and preparatory works.
- Experience reviewing construction drawings, specifications, work plans, technical submittals and inspection or testing records.
- Experience maintaining daily records and supporting measurement, payment, change or claims documentation.
- Experience coordinating with contractors, designers, inspectors, utility owners, local authorities and third-party stakeholders is desirable.
- Experience in an owner, client or construction-management oversight organization is preferred.

## Required Knowledge and Skills:

- Working knowledge of field engineering, construction inspection, quality control and contract administration principles.
- Ability to read and interpret construction drawings, specifications, schedules, work plans, permits and technical submittals.
- Ability to recognize field issues, gather relevant facts and escalate matters clearly and promptly.
- Understanding of interfaces among civil, utility, traffic, environmental, survey and third-party scopes.
- Demonstrated technical writing, data management, verbal communication and interpersonal skills.
- Strong organization, time management and problem-solving skills, with close attention to detail.
- Ability to prioritize multiple assignments and work effectively in a fast-paced, collaborative field environment.
- Proficiency with standard office productivity, document management and construction reporting applications.
- Ability to obtain a valid California Class C driver license within 60 days of starting on the Project.
- Cal/OSHA or OSHA 30-hour training certification at the start of work on the Project.
- Engineer-in-Training certification, professional registration or other relevant construction certification is desirable but not required.
