The Private Office and Parliament & Legislation Directorate is recruiting for a Grade 7 Bill Manager. This campaign is open to current Civil Service employees. Before applying individuals must have line mangers approval to start within 10 working days from appointment.

This role requires CTC and to be eligible to apply for this role you should have been present in the UK continuously for the past 3 years.
In addition, there is a minimum UK residency requirement set by the Cabinet Office which is dependent on the security level required for the role.
The work of the team:
Parliament and Legislation Team
The Parliament and Legislation team manages the department's parliamentary business including all primary and secondary legislation, all parliamentary scrutiny of the department (written and oral parliamentary questions, select committee liaison, debates, statements and briefing for No.10 and the Leader of the House), and the strategic approach to the department’s interaction with Parliament as a stakeholder.
The work is fast-paced and requires the ability to adapt to new information, constantly reprioritise and work closely with senior stakeholders and ministers. The team sits within the Private Office, Parliament and Legislation Directorate.
The Legislation Team
The Ministry of Justice (MoJ) has a busy legislative programme which has a range of high-profile provisions and bills. These deliver on key priorities for the Department, Lord Chancellor, and Prime Minister. As a team we provide Bill Management and legislative strategy functions.
The specific Bill that the postholder will work on will depends on the legislative requirements at the time, this may mean that Bill Managers may have to work across more than one Bill or change Bill in response to parliamentary timetabling. As a Bill Manager you will have overall strategic oversight and project management of a Bill and will have the opportunity to work closely on a variety of high-profile policy areas with teams across the department and Whitehall, including, Legislation Secretariat, No10 legislation colleagues and Whips’ Offices.
We pride ourselves on supporting each other, teams across the directorate, the department and other Government departments to deliver MoJ’s busy legislative programme. Strong interpersonal skills are essential.
Bill Manager – Main Activities / Responsibilities:
MoJ has an ambitious legislative programme, and the post holders will be expected to work flexibly across current and future bills as is necessary for business need. As part of the team, you would be working alongside other experienced Bill Managers on live Bills. The Grade 6 Head of Legislation will manage you and you may have line management responsibility of a Deputy Bill Manager. Strong leadership skills are essential as you will be working with people from across the department.
The postholder will need to be able to adapt to changing workloads and content driven by current ministerial priorities and legislative ambitions. Due to the nature of bill work and the sitting hours of Parliament, Bill Managers will be sometimes expected to work out of normal office hours.
The job holder will have to undertake the following duties and responsibilities:
- The Bill Manager is responsible for the end-to-end delivery of a Bill through Parliament. This includes leading the planning and execution of each legislative stage, often including pre-legislative stages to prepare the Bill for introduction. Bill Managers are also expected to be the lead to brief the Secretary of State and other Ministers on all parliamentary debates, Bill stages and handling of the Bill and oversee all briefing materials required. This includes ministerial briefings, speeches/speaking notes for debates and Q&A packs.
- Provide strategic advice on the handling of the bill throughout its passage to ministers and the centre. Including, ensuring a thorough and clear engagement and handling strategy is implemented for each stage of the bill, working with other Government departments.
- Coordinate with stakeholders across MoJ, lead all engagement with No10, the Business Managers, Parliamentary Counsel, Legislation Secretariat, clerks and other external partners including other Departments to ensure timely delivery.
- To project manage each stage of the bill and ensure that all documents and bill products are delivered to strict parliamentary deadlines, and to a high standard, managing risks and dependencies across teams and departments.
- Leading all key relevant policy and legal stakeholders and senior officials with an interest in the bill (both within and outside MoJ) to ensure everyone is clear on actions and risks where they arise.
- To show leadership to colleagues outside of your immediate team and ensure all officials know what is expected when. The postholder will be expected to gain legislative expertise and speak with confidence to more senior colleagues and be willing to challenge assumptions.
- Strong leadership skills to manage a deputy Bill Manager and support and mentor less experienced Bill Managers. You will contribute to corporate activities and foster a collaborative team culture.
Skills and Experience:
This role would suit an experienced, motivated, and organised Grade 7 or SEO. This is a high profile and stretching role, with opportunities for exposure to Ministers and senior officials.
Although not essential, it is desirable to have private office, parliamentary or legislative experience.
Essential:
- Leadership – the candidate will have to prove leadership across the team and beyond, taking individuals from other teams with them in their work. The candidate will also have to show corporate leadership across the Directorate.
- Strong organisational skills and being detail orientated - The candidate will need excellent organisational skills and be able to apply informal project management techniques to keep a high volume of disparate elements on track for delivery. They will need to maintain strategic oversight of the Bill during the preparatory phase and through parliamentary passage up to Royal Assent. No formal project management qualifications are necessary.
- Written and oral communication - The candidate will need to have excellent written communications skills and the ability to draft effectively under time pressure, they will have experience of working to deadlines and of briefing to a high standard. The candidate will also need excellent people skills and have a strong ability to build relationships beyond your immediate team to deliver through others.
- Collaborating with Ministers, senior officials, and their Private Offices at pace - The candidate will need to be able to collaborate with Ministers, senior officials, and their Private Offices to ensure Ministers are briefed effectively and have the support they need throughout the legislative process. They will be expected to build strong relationships with these key stakeholders. They will be expected to develop an in-depth knowledge of the policy areas that they are responsible for in the Bill.
- Stakeholder management - The posts involve extensive stakeholder engagement and the ability to see several points of view and then form a view that supports the Government’s agenda and deliver for Ministers. The post-holder will need to build strong working relationships with a wide range of colleagues across the MoJ and beyond, including Legislation Secretariat and Whips’ Offices.
Desirable:
- Knowledge of legislation - it would be desirable for the post holder to have experience and knowledge of legislation and parliamentary processes, although this is not essential. This could be through experience of working in a bill team, with Parliament, or in a Ministerial Private Office environment.

Working Arrangements & Further Information
The MoJ offers Hybrid Working arrangements where business need allows. This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity.
Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.
For nationally advertised roles: All successful candidates will be appointed to the nearest viable office nearest to their home postcode and on its respective pay scale. This will be at either a HQ building (subject to desk allocation, a Justice Collaboration Centre (JCC) or a Justice Satellite Office (JSO) – See Map . All employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estate capacity).
For current MoJ employees, your base location will need to be changed to the nearest viable office (to your home postcode), either at a HQ building, JCC or JSO within the National Office Network and moved its location’s respective pay scale (any legacy arrangements/locations will need to be amended).
Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on 'modernised' terms in their current post or onto 'unmodernised' MoJ terms if they are on 'unmodernised' terms at their current post. Details will be available if an offer is made.
MoJ candidates who are on a specialist grade, will be able to retain their grade on lateral transfer.

Flexible working hours
