The Manager, Software Engineering manages and oversees the design and development of technical software implementations. The role is responsible for leading all aspects of software engineering and DevOps. The successful candidate establishes patterns, best practices, and underlying architectures that the rest of the team can build on top of to create advanced features and resolve bugs. This person is comfortable managing, coaching, and mentoring large teams of engineers.

RESPONSIBILITIES, other duties may be assigned.

- Plan, coordinate, and oversee all technical engineering activities within the CTO’s software organization
- Oversee the efficient running of projects, including providing supervision and guidance to a team of engineers
- Implement applications using microservices architecture
- Perform code reviews
- Coordinate and manage technical team tasks
- Perform requirement analysis, system architecture to include building data base schemas and selecting best software development approach
- Work with the teams to document technical specifications and perform tasks estimation that the team is accountable to
- Perform Scrum ceremonies (planning, task breakdown, retrospective, etc.)
- Mentor team members and manage team’s capacity
- Review technical documentation

Technical Expertise

- Front-end Angular
- JavaScript, TypeScript
- HTML, CSS basic knowledge
- D3.js is a plus
- Three.js (WebGL) is a plus

- Backend Java 8+ years of experience
- Spring Framework (Boot, Security)
- Hibernate (JPA)
- SQL
- REST
- Okta knowledge is a plus
- Scala is a plus
- Machine Learning / Artificial Intelligence with technologies such as Torch, Onnx and TensorRT

BASIC QUALIFICATIONS

- Bachelor's Degree in Computer Science, engineering, or related field or equivalent professional experience
- Ten or more years of backend Software Engineering experience with hands-on experience in software architecture and development
- Four or more years of experience working with Microservices architecture
- Proven expertise in defining and implementing best practices for software engineering and system integration initiatives
- Knowledge of front-end design, and development
- Experience managing offshore software developers
- Excellent project management and team coaching skills

PREFERRED QUALIFICATIONS

- Possesses a macro view of the development process, with clear visibility into what developers are working on
- Ability to triage projects and understand which tasks should take priority throughout the day
- Prior experience performing code reviews
- Prior experience assessing system designs implementations, identifying findings, coming up with recommendations irrespectively of development stack
- Experience with story decomposition, task estimation and holding resources accountable towards delivering to set budget and timeline
- Superb technical documentation skills

- Excellent interpersonal skills (communication, conflict resolution, negotiation, etc.) when dealing with internal and/or external audiences at all levels of management
- Excellent technical, diagnostic, and troubleshooting skills
- Ability to determine prioritization and appropriate multitasking.
- Focus on scope, tone, and quality of processes and their respective documentation, as well as the associated goals, priorities, deadlines, and weaknesses.
- Ability to work independently, with supervision, on a project of varying complexity
- Proven negotiator with the ability to juggle multiple competing tasks with ease
- Sound influential and motivational skills to ensure software engineering team alignment

The successful candidate’s starting salary will be determined based on permissible, non-discriminatory factors such as skills, experience, and geographic location.

The estimated pay range for this role, if based in Virginia, is:
$149,175.00 - 228,128.36
