The Work You Will Do:

Traffic Support Specialist / Transportation Data and Analytics

This position supports the development, maintenance, and quality assurance of traffic data processes, including the generation and reporting of annual statistical factors to federal agencies, management of data extraction and updates across mainframe and Oracle databases, and the upload of finalized data to inventory systems. Responsibilities include conducting quality control reviews for traffic volume, classification, speed, and weigh-in-motion data; troubleshooting site operations; maintaining station profiles; and enhancing automated editing routines to ensure compliance with departmental and national standards. The role also oversees bicycle and pedestrian data collection sites, manages field operations and equipment inventories, coordinates emergency evacuation analyses, and assists with polling, processing, analysis, and reporting of traffic data, while ensuring adherence to established standards and supporting special studies and interagency coordination.

Your Specific Responsibilities:

Assist with the development, maintenance, and support of all processes that generate annual factors and statistical data, quality control checking and reporting to Federal Highway Administration, data storage, and programs designed to extract traffic data from mainframe databases and update Oracle or other databases and upload finalized annual data to Traffic Characteristics Inventory (TCI) and Roadway Characteristics Inventory (RCI) databases. Assist in producing ad hoc reports to meet user needs and special processing programs for Strategic Intermodal System Highway connectors.

Assist with quality control review for completeness and accuracy of volume, classification, speed, and weigh-in-motion data and reporting to Federal Highway Administration on a monthly and annual basis. Assist in pinpointing problems with site operation to minimize data loss and maximize accuracy. Assist in the development and/or enhancement of automated editing routines to ensure volume, classification, speed, and weigh-in-motion data comply with all Department and national standards. Assist with maintenance of station profile information and programming units to ensure proper polling and reporting of data.

Manage the Bicycle and Pedestrian data collection site location and cost estimate preparation, scheduling technician site inspections, troubleshooting, equipment repairs, and overseeing new site installations. Research and suggest data collection technologies, based upon location conditions for new sites for anticipated accuracy, usability, and to avoid technology insufficiencies and location issues. Monitor inspections, warranties, and data accuracy of the collection locations.

Assist the field operations unit with troubleshooting and repair of Continuous Count Stations (CCSs) and Weigh-in-Motion (WIM) sites, coordination of reconstruction, installation and operation of new equipment, calibration of equipment, site inspections, management of spare parts and maintenance of the equipment inventory database and field equipment inventory and assists with new equipment evaluations and recommendations. Help maintain inventory records and control of equipment for deployment following the purchase or disposal of equipment and yearly inventory surplus activities. Review product specifications, scopes of service, sole-source purchase request and bid requirements for the office to ensure equipment orders are accurate and complete and evaluate equipment for possible inclusion into the program. Oversee the origin destination analysis during emergency evacuation events for the Emergency Operations Center.

Assist with polling, processing, storage, retrieval, analysis, and reporting of vehicle volume, classification, speed, and weigh-in-motion (WIM) data. Assists with the End-of-Year Processing for annual calculation of annual average daily traffic (AADT), vehicle classification data, truck damage factors, average speed, 85th percentile speed, and seasonal adjustment and axle correction factors. Assist with defining standards, criteria, and procedures for traffic data collection including location, duration, frequency and type of data obtained. Assist with special traffic or vehicle studies, real-time traffic data for Emergency Operations Center, maintenance, support, and training of survey processing software for short-term count processing, responding to ongoing inquiries and coordination with district offices, federal government and planning agencies to ensure traffic data analysis and reporting are responsive to all needs.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

- Knowledge of concepts, terminology, and principles of bicycle and pedestrian and motorized traffic monitoring. Knowledge of motorized and non-motorized devices and equipment. Knowledge of project control and cost estimating techniques. Knowledge of data processing flow charting techniques.

Skills in:

- Skilled in communicating effectively both verbally and in writing. Skilled in computer software applications.

Ability to:

- Ability to utilize problem-solving techniques. Ability to conduct short range and long-range project planning studies. Ability to plan, organize, and coordinate multiple work assignments. Minimum Qualifications:

Six (6) years of professional traffic related experience, program evaluation, engineering, or management analysis. Post-secondary education can substitute on a year-for-year basis for the required experience.
