## Project Overview:
Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. ## Job Summary:
The Instrumentation & Controls (I&C) Commissioning and Startup (CSU) Engineer is responsible for planning, coordinating, and executing commissioning and startup activities for complex control systems, instrumentation, automation systems, and associated process equipment throughout a large semiconductor manufacturing facility.
The successful candidate will provide technical leadership during system turnover, commissioning, startup, troubleshooting, and performance testing. They will work closely with engineering, construction, subcontractors, equipment vendors, operations personnel, and client representatives to ensure systems are installed correctly, operate as designed, and are turned over safely and in accordance with project requirements.
The successful candidate is expected to independently lead commissioning activities for assigned systems, mentor junior engineers, resolve complex technical issues, and drive successful project execution while maintaining the highest standards of safety, quality, and operational excellence.

## Major Responsibilities:
• Develop and implement commissioning strategies, execution plans, test procedures, and work packages for complex I&C systems, and support CSU schedule development and workforce planning.
• Review engineering deliverables, control narratives, logic diagrams, P&IDs, network architecture drawings, instrument datasheets, and equipment documentation, and participate in system boundary development, turnover planning, and startup sequence development.
• Lead construction completion walkdowns, verify system readiness for turnover, and validate installation against approved drawings, specifications, and project requirements.
• Manage punch list identification, prioritization, resolution, and closeout, and coordinate turnover from construction to commissioning and startup organizations.
• Lead commissioning, functional testing, loop checks, calibration verification, and startup activities for Distributed Control Systems (DCS), PLC and SCADA systems, Building Automation Systems (BAS), Life Safety Systems (LSS), control valves, instrumentation and analyzers, and industrial communication networks.
• Support energization, startup, and operational testing activities, and coordinate multi-discipline testing involving mechanical, electrical, process, and facilities systems.
• Troubleshoot instrumentation, controls, software, communication, and integration issues.
• Prepare and review commissioning procedures, test packages, turnover certificates, and startup documentation, including System Turnover Packages (STOs) and Mechanical Completion Certificates (MCCs), verifying completion, quality, and compliance with project quality requirements.
• Coordinate OEM factory representatives during equipment startup and testing, interface with construction contractors and specialty subcontractors to resolve field issues, and support client witnessing and acceptance testing requirements.
• Promote a zero-incident safety culture, support implementation of LOTO procedures, participate in Job Hazard Analysis (JHA) reviews, and ensure compliance with project EHS requirements.
## Education and Experience Requirements:
• Requires bachelor's degree (or international equivalent) in Electrical Engineering, Chemical Engineering, Mechanical Engineering, or related discipline and 2-5 years of relevant experience or 6-9 years of relevant work experience in mission critical facilities.
## Required Knowledge and Skills:
• Ability to review and interpret P&IDs, control narratives, instrument loop drawings, logic diagrams, network architecture drawings, and vendor documentation.
• Knowledge of industrial communication protocols such as Ethernet/IP, Modbus, BACnet, Profinet, and OPC.
• Knowledge of various control systems and equipment to include Distributed Control Systems (DCS), Building Management Systems (BMS), Life Safety Systems (LSS), Programmable Logic Controllers (PLC), control valves, instruments, and transmitters.
• Experience leading commissioning and startup activities for large industrial, semiconductor, pharmaceutical, data center, power, or mission-critical facilities.
• Strong understanding of construction turnover, system completion, and startup processes.
• Strong troubleshooting and problem-solving skills.
• Excellent communication and stakeholder management skills.
• Ability to work in a fast-paced EPC project environment.
