The Program Delivery Lead, Medicare Advantage Bid Operations is responsible for coordinating and managing the annual Medicare Advantage bid planning, development, governance, and submission process. Serving as a central point of coordination across Product, Finance, Actuarial, Growth Strategy, Markets, Quality, and executive leadership teams, this role ensures key decisions, deliverables, and milestones are completed on time and with appropriate stakeholder engagement.
This individual acts as the convener and coordinator of the bid operating model, managing the overall program calendar, overseeing program governance forums and processes, supporting coordination of new plan expansions with core strategic partners, and coordinating across executive stakeholders to ensure successful execution of a highly complex enterprise initiative. The Program Delivery Lead will operate in a highly matrixed environment and must be skilled at influencing without authority, managing strict deadlines, and serving as a key point of contact for questions about bid planning processes. In partnership with the broader Growth Strategy team, the Program Delivery Lead helps to drive continuous evolution of the Medicare Advantage bid operating model, governance structure, decision forums, and planning processes to improve organizational effectiveness and execution quality.
Key Responsibilities
Bid Program Management
- Develop and manage the integrated annual Medicare Advantage bid plan calendar, including milestones, deliverables, dependencies, and CMS deadlines
- Serve as the point person for bid planning and execution process governance questions and feedback
- Identify risks, issues, and dependencies that may impact bid execution and facilitate mitigation strategies
- Monitor overall program health and escalate critical issues to leadership as appropriate
- Support annual bid retrospectives and lessons-learned activities to improve bid processes, governance structures, stakeholder engagement, and operational efficiency
- Establish and monitor key performance indicators related to bid process execution and stakeholder engagement
- Coordinate new plan expansion strategies on time with core strategic partners
Governance and Decision Management
- Ensure appropriate stakeholders (including executive leaders) are engaged in relevant discussions and decisions
- Coordinate governance meetings, including agendas, pre-read materials, discussion guides, and follow-up actions
- Maintain documentation of key decisions, approvals, assumptions, and action items, and recommend unresolved items for escalation
- Collaborate with key stakeholders to continuously improve bid governance processes and decision-making forums
- Foresight to understand when process or regulatory dependencies may shift decision urgency, and prioritize accordingly
Stakeholder Engagement
- Build strong relationships across Product, Finance, Actuarial, Markets, Stars/Quality, Compliance, and Strategy teams
- Serve as a trusted partner to senior leaders and functional stakeholders
- Drive alignment among teams with differing priorities and perspectives
- Ensure stakeholders understand responsibilities, timelines, and expected outcomes throughout the bid cycle
Meeting planning and logistics
- Support planning and facilitation of large-scale workshops, strategy sessions, governance meetings, and executive forums
- Manage meeting logistics, attendance, communications, and follow-up activities
- Enforce forum charters/rules of order to ensure meeting time is used effectively, and outcomes/decisions are achieved
Executive Communications
- Collaborate with Growth Strategy teammates to prepare executive presentation materials
- Communicate program status, key risks, decisions, and emerging issues to leadership
- Help executives prepare to deliver major bid-related updates to Board (i.e., prepare talking points, organize prep sessions)

Required Qualifications
- Bachelor's Degree from an accredited institution
- 5+ years of program management, project management, operations, strategy, consulting, or related work experience
- Experience leading complex, cross-functional initiatives involving multiple stakeholder groups
- Demonstrated success managing executive-level meetings, governance forums, or strategic planning processes
- Proven ability to influence outcomes without direct authority
- Strong facilitation, communication, and stakeholder management skills
- Exceptional organizational, planning, and execution capabilities
- Experience developing executive presentations and written communications
Preferred Qualifications
- Experience supporting Medicare Advantage, Medicare Part D, healthcare product development, or regulated business operations
- Knowledge of Medicare Advantage bid processes, CMS requirements, healthcare regulatory environments, or annual planning cycles
- Experience leading enterprise PMO, governance, or transformation initiatives
- MBA, MHA, MPH, or related advanced degree
- PMP, PgMP, Lean Six Sigma, Agile, or Change Management certification
- Experience working directly with executive leadership teams

Travel: While this is a remote position, occasional travel to Humana's offices for training or meetings may be required.

Pay Range
The compensation range below reflects a good faith estimate of starting base pay for full time (40 hours per week) employment at the time of posting. The pay range may be higher or lower based on geographic location and individual pay will vary based on demonstrated job related skills, knowledge, experience, education, certifications, etc.
$138,200 - $190,100 per year
This job is eligible for a bonus incentive plan. This incentive opportunity is based upon company and/or individual performance.
