The Oregon Department of Veterans’ Affairs has one (1) full-time opportunity available for a Systems Accountant (Accountant 1) located at ODVA Headquarters in Salem, Oregon.  This is a permanent, full-time, union represented position within the Financial Services Department.

Please note: This position may be filled at the Accounting Technician level as an underfill. In accordance with State HR Policy 40.010.02 – Recruitment and Selection appointments must be merit‑based and consistent with established classification standards. Underfill appointments for represented employees must be structured to ensure the employee is able to meet the Minimum Qualifications (MQs) for the target classification within the established timeframe.

Employees appointed at the Accounting Technician underfill level must successfully meet the MQs for the Accountant 1 classification within 36 months of appointment. Progression is not automatic. Advancement to Accountant 1 requires:

·       Demonstrated the required knowledge, skills, and abilities for the Accountant 1 classification,

·       Met all education and experience-related MQs established for Accountant 1, and

·       Successfully completed all components outlined in the underfill development plan.

What you will do!

As ODVA’s Accounting Systems Accountant, you will analyze and accurately record a variety of accounting transactions while meeting daily deadlines.  You will research accounting records, prepare reports for management, maintain accurate records for state-owned property, and review Home Loan system reports for accuracy.  You will also work on special projects that require research, analysis, and reporting, while preparing for and participating in meetings and resolving issues as they arise.  This position requires strong attention to detail, sound accounting knowledge, analytical and problem-solving skills, and the ability to effectively manage multiple priorities while ensuring accurate and timely completion of work.

Position Responsibilities include:

- Perform a variety of accounting functions, including analyzing transactions, reconciling accounts, preparing adjusting entries, and maintaining accurate financial records.
- Manage accounting activities for assigned state and federal grants, ensuring appropriate controls, accurate reconciliations, and timely financial reporting.
- Analyze financial data and prepare expenditure, revenue, budget, projection, and other management reports to support sound financial decision- making.
- Research and resolve accounting discrepancies, identify opportunities for process improvement, and recommend solutions to strengthen financial controls and prevent recurring issues.
- Support Home Loan, Accounts Receivable, and Treasury-related accounting activities, including payments, escrow monitoring, returns, and monthly transactions.
- Collaborate with agency staff, provide accounting guidance and backup support, participate in special projects and meetings, and contribute to a positive, and inclusive workspace

What are we looking for?

Accountant 1 Minimum Qualifications:

·       Possession of a Certified Public Accountant or Certified Government Financial Manager certificate; OR

·       A bachelor’s degree in accounting; OR

·       Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university; OR

·       32 quarter (21 semester) credit hours in Accounting from an accredited institution  AND  two years of technical, para- professional accounting experience to include: a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts and account relationships resulting in accounting entries.

Accounting Technician Minimum Qualifications For Underfill Option:

·       Two years of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits; OR

·       One year of experience calculating, recording, and maintaining accounting information that must include coding transactions and checking them for propriety, balancing, and resolving discrepancies in computer edits  AND  at least 43 quarter (29 semester) credit hours from an accredited college, university, or vocational-technical school that includes 9 quarter (6 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2; OR

·       Successful completion of the State of Oregon Accounting Career Mobility Program or equivalent accounting certificate program from an accredited college or university; OR

·       At least 94 quarter (62 semester) credit hours or an associate degree from an accredited college, university, or vocational-technical school that includes 12 quarter (8 semester) credit hours in accounting. Credit hours must include introductory level accounting courses 1 and 2 and may include any additional accounting courses with “accounting” in the title.

·       Training or experience must include using a computer to enter, update, or retrieve information.

The most competitive candidates will demonstrate experience in one or more of the following requested skills areas:

- Demonstrated experience analyzing transactions, reconciling accounts, preparing adjusting entries, and maintaining accurate financial records
- Knowledge or experience with state and/or federal grant accounting, SFMA experience, financial controls, reporting requirements, and compliance with applicable laws, regulations, and GAAP.
- Ability to analyze financial information, prepare expenditure and budget reports, identify discrepancies, and provide recommendations based on financial data.
- Ability to research complex accounting issues, identify the root cause of discrepancies, resolve problems, and recommend improvements to systems, processes, or procedures.
- Ability to manage multiple priorities, process transactions accurately, meet recurring and daily deadlines, and complete special projects independently.
- Ability to communicate financial information effectively, work collaboratively with others, and contribute to a respectful, equitable, and inclusive workplace where diverse perspectives are valued.
- Ability to resolve issues independently and collaboratively, anticipating potential challenges, and proactively finding solutions before they escalate. This position requires a high level of attention to detail.

Additional Requirements:

This position requires successful completion of a fingerprint based criminal history background check through the Oregon (LEDS) and National (NCIC) law enforcement data systems.  A valid Oregon or Washington State driver’s license is required; you must also undergo a Motor Vehicle Record (MVR) check, with ongoing monitoring as a condition of continued employment.

This position will be based out of ODVA's Salem Office; however, the successful candidate may be eligible for hybrid (work from home/in office) work schedule. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time.  ODVA will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. This position may require some travel to ODVA offices and sites on an as-needed basis. At ODVA sites, you will have access to a workspace, however, it may be shared with other employees.
