Position Summary
We are seeking an experienced Federal A/E Project Manager is responsible for the successful delivery of architectural, engineering, and facility projects for federal clients in the Washington, DC metropolitan area. This client-facing position serves as a primary day-to-day interface with federal clients and manages a portfolio of concurrent projects from initial assignment and scope definition through design, construction administration, and closeout.
The Project Manager is accountable for project scope, schedule, budget, staffing, quality, risk, and client expectations while leading multidisciplinary architectural and engineering teams and specialty consultants. Projects will vary in size, complexity, discipline, and stage of completion and may involve existing, occupied, secure, historic, and operationally sensitive facilities.
The successful candidate will combine strong A/E project-management capabilities with practical knowledge of design and construction, excellent client-service skills, and the ability to respond effectively to changing priorities. This role offers a hybrid work setup, combining remote work from home with regular, in‑person presence at client facilities throughout the Washington, DC metropolitan area. Candidates must reside within commuting distance to meet onsite requirements.

Essential Duties and Responsibilities
The following inexhaustive list of duties represents a sample of work routinely performed by this role:
Federal Client Relationship Management
- Serve as a primary day-to-day point of contact for assigned federal clients, including Contracting Officer's Representatives (CORs), facility representatives, project stakeholders, and other Government personnel.
- Build trusted client relationships by understanding client needs, managing expectations, maintaining clear communication, and proactively identifying issues that could affect successful project delivery.
- Lead project kickoff meetings, design reviews, progress meetings, and other client coordination activities, clearly documenting decisions, actions, risks, and required Government input.
- Support scope development, fee proposals, amendments, and additional-service requests when required.
Project Leadership & Delivery Management
- Manage multiple concurrent federal A/E projects from initial assignment through design, construction, and closeout.
- Establish and maintain project scope, schedules, budgets, staffing plans, work plans, deliverables, and project documentation.
- Monitor consultant performance against established scope, schedule, budget, deliverables, and quality expectations and proactively address performance issues.
- Coordinate project assignments across architectural, structural, civil, mechanical, electrical, fire protection, code/life safety, cost estimating, historic preservation, and other specialty disciplines.
- Maintain visibility across the assigned project portfolio, including project priorities, current phase, upcoming milestones, Government reviews, open decisions, risks, and staffing requirements.
- Coordinate project initiation and confirm client requirements, available information, required disciplines, deliverables, design milestones, construction budgets, and schedule before significant design effort begins.
- Identify and manage project risks affecting schedule, scope, budget, staffing, quality, and client operations.
- Forecast near-term resource requirements and coordinate with discipline leaders to resolve potential staffing conflicts.
- Maintain organized and accessible project records, correspondence, drawings, meeting minutes, schedules, action items, and decision logs.
- Escalate material scope, schedule, staffing, contractual, or client issues to company leadership as appropriate.
Financial & Contract Management
- Manage project financial performance, including budgets, labor utilization, earned revenue, forecasting, profitability, and remaining effort.
- Monitor actual project effort against established budgets and staffing plans and identify potential overruns before they affect project performance.
- Understand and manage projects performed under Firm-Fixed-Price and other federal contract structures.
- Support development of project scopes, staffing plans, fee proposals, amendments, and additional-service requests.
- Coordinate with company operations and finance personnel to maintain accurate project forecasts and financial reporting.
- Understand contractual requirements and recognize conditions that may represent a change in scope or require Contracting Officer authorization.
A/E Design and Technical Delivery
- Manage architectural and engineering projects through planning, investigation, design, construction documents, bidding/procurement support, construction administration, and closeout.
- Coordinate multidisciplinary design teams and specialty consultants to produce complete, coordinated, and constructible project deliverables.
- Review drawings, specifications, cost estimates, schedules, technical studies, and other project deliverables for completeness and alignment with client requirements.
- Coordinate field investigations and verification of existing conditions in occupied facilities.
- Facilitate resolution of interdisciplinary design issues and conflicts.
- Understand the relationship between design decisions, construction cost, constructability, facility operations, schedule, and project risk.
- Coordinate design reviews and ensure Government comments are documented, assigned, resolved, and backchecked.
- Support projects involving renovation of existing, occupied, historic, and operationally sensitive facilities.
Quality Assurance, Compliance & Construction Administration
- Ensure required quality-control reviews are completed and documented before project deliverables are submitted.
- Coordinate discipline and interdisciplinary reviews of drawings, specifications, cost estimates, and other design documents.
- Ensure projects comply with applicable federal requirements, building codes, accessibility requirements, life-safety requirements, client standards, and project-specific criteria.
- Coordinate construction-phase services including RFIs, submittal reviews, site observations, progress meetings, field issue resolution, punch lists, and project closeout.
- Maintain continuity between the design team and construction-phase activities.
- Coordinate with Designers of Record and technical discipline leads regarding issues requiring professional judgment or design changes.
Team Leadership
- Lead multidisciplinary project teams without requiring direct supervisory authority.
- Establish clear responsibilities, schedules, deliverables, and expectations for internal team members and consultants.
- Facilitate collaboration among clients, consultants, contractors, and internal project teams.
- Mentor developing Project Managers and technical staff in project-delivery practices.
- Promote accountability, responsiveness, quality, and client service across project teams.
Education, Experience, and Technical Skills

- Bachelor's degree in architecture, engineering, construction management, or a related field.
- 7+ years of progressively responsible Federal A/E or construction project-management experience, including responsibility for project scope, schedule, budget, multidisciplinary coordination, and client communication.
- Experience managing A/E or facility projects for federal government clients, including direct interaction with Government project managers, Contracting Officer's Representatives (CORs), or other federal stakeholders.

- Strong understanding of architectural and engineering design processes, construction documents, specifications, cost estimating, and construction administration.
- Demonstrated ability to lead multidisciplinary architects, engineers, specialty consultants, and contractors.
- Strong client-facing communication, meeting facilitation, organization, and problem-solving skills.
- Ability to regularly work from and travel to client facilities throughout the Washington, DC metropolitan area.
- Ability to obtain and maintain any federal facility access, background investigation, or security credentials required for assigned projects.
- Valid driver's license and ability to be considered insurable under the Company's insurance policy.
- Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel

Preferred Education, Licensure/Certification
- Registered Architect (RA), Professional Engineer (PE), Certified Construction Manager (CCM), or Project Management Professional (PMP).
- 10+ years of A/E project-management experience.
- Experience managing projects for federal agencies.
- Experience with federal A/E contracts, task orders, IDIQs, and Firm-Fixed-Price project delivery.
- Experience working in secure, occupied, historic, or operationally sensitive federal facilities.
- Experience managing portfolios consisting of numerous concurrent small- and medium-sized projects.
- Familiarity with federal design standards, accessibility requirements, life-safety requirements, and Government design-review processes.
- Experience with construction administration and contractor coordination.
- USACE Construction Quality Management for Contractors (CQM-C) or CSI Construction Documents Technologist (CDT) certification.

Working Environment
This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.
This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work typical hours at the request of the client or role demands.
Physical Demands
Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.
Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.
Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.
Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.
Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.
Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions
To ensure reliable collaboration, client service, and secure access to company systems, the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing, VPN connectivity, and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:
- Wired broadband service (cable, fiber, or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
- Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed
Cellular hotspot or fixed wireless cellular services (e.g., T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local, state, and federal requirements as it relates to the reimbursement of home internet expenses.
