Background

Mongolia has committed to advancing gender equality and inclusive governance under the SDGs and Vision 2050, yet progress on SDG 16 remains limited. Despite recent legal reforms, women and youth continue to be underrepresented in political decision-making due to weak implementation of gender quotas and male-dominated political party structures. Socio-cultural biases further restrict their participation, as shown in Parliament's 2023 human rights and gender-sensitivity self-assessment and the uneven outcomes of the 2024 elections.

The Korea International Cooperation Agency (KOICA) funded “The Promotion of Gender Equality in Public Decision-Making and the Empowerment Women and Youth in Mongolia” Phase II project responds to these gaps by addressing both institutional and socio-cultural barriers that hinder meaningful participation. It strengthens legal and policy frameworks, supports political parties in adopting gender-responsive practices, and expands leadership development opportunities for women and youth. Complementary public awareness efforts aim to shift societal norms and increase understanding of inclusive governance.

Expected results include stronger political leadership ecosystems, improved legal and institutional environments, expanded mentorship and training, and heightened public support for diverse representation. Through these interventions, the project contributes to more inclusive governance and decision-making that reflect the needs and aspirations of all citizens, ultimately supporting Mongolia's long-term development goals.

Duties and Responsibilities

Under the overall guidance and direct supervision of the National Project Manager, the Monitoring and Evaluation Officer (M&E Officer) is responsible for monitoring the progress against the project monitoring plan, collect baseline and progress data, and reporting. The M&E Officer promotes a collaborative and client-oriented approach consistent with UNDP rules and regulations. The M&E Officer is responsible for setting up/updating and managing the M&E framework of the Project and shall use the UNDP Monitoring Policy and UNDP Handbook on Planning, Monitoring and Evaluation for Results in performing his/her functions.

The M&E Officer will be responsible for leading the design, implementation, and quality assurance of results-based monitoring and evaluation systems to track progress, assess performance across all outputs, and support evidence-based decision-making and reporting in line with UNDP standards i) to develop and implement Results-Based Monitoring and Evaluation System ii) Monitoring, Data Collection, and Analysis iii) Reporting and iv) Capacity building and support to evaluations

Key Responsibilities Include:

i) Develop and Implement Results-Based Monitoring and Evaluation System

- Design, develop, and lead the implementation of a results-based Monitoring and Evaluation (M&E) system to track project performance, outputs, and outcomes in line with UNDP and donor requirements;

- Review relevant national policies, program and strategic documents adopted by the Government and integrate applicable performance targets and indicators into the project M&E system, as appropriate;

- Ensure full alignment of the M&E system with the Project Document, Results Framework, and approved indicators;

- Identify and regularly update datasets required to measure project outcome and output indicators;

- Define and update data sources (primary and secondary), data collection methods (e.g. surveys, interviews, observations), and data collection frequency;

- Coordinate closely with M&E units of government counterparts and donor agency focal points to ensure harmonized approaches and data consistency.

ii) Monitoring, Data Collection, and Analysis

- Collect, analyze, and manage baseline and progress data to generate evidence-based inputs for adaptive project planning and decision-making;

- Conduct biweekly monitoring of project implementation by partner organizations;

- Provide up-to-date performance and results of information for monthly virtual coordination meetings with the Project Management Consultancy (PMC);

- Prepare analytical progress updates, reports, and briefing materials for meetings of the Project Technical Working Group and Project Steering Committee;

- Work closely with baseline, midterm, final, and thematic evaluation teams to support the design, implementation, and quality assurance of project evaluations;

- Mainstream gender equality and the “Leaving No One Behind” principle in all monitoring processes, data collection, analysis, and reporting.

iii) Reporting Management

- Produce regular monitoring reports and analytical inputs for semiannual, annual, and final project reporting;

- Present monitoring findings in clear, innovative, and user-friendly formats, including visual, graphic, and audio-visual products, as appropriate;

- Document key outcome level changes, lessons learned, and success stories, and support their dissemination to stakeholders and the public;

- Support coordination and synergies across project components and with other relevant projects and initiatives.

iv) Capacity Building and Support to Evaluations

- Conduct and/or support training and workshops on results-based management (RBM), theory of change, and results monitoring for M&E focal points and stakeholders;

- Support and provide technical inputs to independent project evaluations, including outcome evaluations;

- Contribute to UNDP and KOICA program level monitoring and evaluation processes as required.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education:

- Advanced university degree (master's degree or equivalent) in Law, Political Science, Development Studies, Public Policy, Gender studies, Statistics, or other closely related fields.

- A first-level university degree (bachelor’s degree) in the above fields, in combination with an additional two years of qualifying experience, will be given due consideration in lieu of the advanced university degree.

Experience:

- Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.

- Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in policy making, policy analysis and research, statistics, project/program evaluation, preferably related to electoral reform, political party development, voter education, gender equality in decision making or other closely related fields.

Required skills:

- Experience in the use of computers, office software packages (MS Word, Excel, etc.) and web-based management systems, and advanced knowledge of spreadsheet and database packages is required.

Desired additional skills:

- Solid experience in results-based management, data analysis, monitoring and evaluation, and evidence-based report writing would be considered as an asset;

- Experience in the development and implementation of quantitative and qualitative methodologies would be considered an asset;

- Experience working at international organizations, NGOs or the UN/UNDP is an asset.

Required Language(s):

- Fluency in English and Mongolian language is required.
