Position Highlights

ICBC’s Road Safety Department has an exciting opportunity for a strategic thinker to join our team as a Road Safety Program Manager . This role is ideal for a professional with initiative, vision, and curiosity who thrives in complex environments involving internal and external interest holders.

Supporting the Manager of Road Safety Operations, you will contribute leadership, technical skills, and road safety knowledge to further ICBC’s road safety strategic direction.

This position is accountable for researching and assessing road safety issues, developing practical and evidence-informed strategies, and leading initiatives from concept through implementation and evaluation. The role operates within an environment where priorities, responsibilities, and interest holder expectations may change.

Key accountabilities include:

- Lead the development, implementation ongoing management and evaluation of road safety programs and initiatives.

- Assess emerging issues from organizational, government, operational, and community perspectives and translate strategic priorities into practical plans, deliverables, and recommendations.

- Provide strategic thought on built environment factors like active transportation and community planning that influence road safety and adoption of active transportation modes.

- Analyze relevant road safety data and program information to identify opportunities, compare options, understand success factors, evaluate effectiveness, and inform recommendations for new or improved road safety initiatives.

- Build productive relationships with government, police, municipalities, public sector organizations and other external and internal interest holders.

- Develop, organize and conduct road safety presentations and seminars to increase awareness and gain support from public sector organizations, partners, and interest holders to advance ICBC road safety goals.

- Prepare clear and persuasive presentations, briefing materials, reports, and recommendations for decision-makers.

- Independently manage multiple priorities, timelines, deliverables, and ongoing program responsibilities, adapting plans as conditions or expectations change while maintaining focus on intended outcomes.

- Represent the organization at conferences, external committees, and working groups, and speak on its behalf as required.

Position Requirements

- The work requires understanding of road safety concepts and procedures in an area related to assigned responsibilities. This training is typically recognized by an undergraduate degree. More than one year of related direct/indirect work experience in the road safety field and in a continuous learning environment is typically required for someone to perform this job competently.

- Experience managing complex programs, projects, policies, or initiatives with a degree of independence.

- Experience working with government, public-sector organizations, police, municipalities, or other external partners.

- Knowledge of road-user behaviour and the factors that influence behaviour change.

- Strong relationship-building, negotiation, influencing, and facilitation skills.

- Ability to manage multiple priorities, timelines, deliverables, and ongoing program responsibilities, adapting plans as conditions or expectations change while maintaining focus on intended outcomes.

- Exceptional oral, written, and graphic (PowerPoint) communication skills and the ability to distill complex information into summaries with recommendations.

- Cognizance of key road safety interest holders, how they relate to road safety strategic programs and demonstrated use of interest holder engagement strategies

Work arrangements defined:

- Hybrid 8 – you will work a minimum of 2 days per week at your primary office headquarters, subject to operational requirements. The remaining days will be remote within British Columbia.

ICBC provides comprehensive benefit coverage to all eligible employees including a defined benefit pension plan and 4 weeks’ vacation, plus 3 Wellness Days per year.
