## SUMMARY
The Budget & Financial Analyst Ensure policy compliance and budgetary/financial management and administration for all Grants (Federal and State), Special Fund Projects, Asset Forfeiture funds (USDOJ, US Treasury and the NC Illegal Substance Tax Fund), Foundation contributions and private donations, Federal reimbursements, NC 911 funds and Inter-departmental funded projects: This includes ensuring that all financial transactions are in compliance with applicable policies and procedures, and that all funds are managed in an efficient and effective manner.
Major Duties and Responsibilities:
- Coordinates all projects and grants financial processes within the City’s financial system.
- Performs all budgetary functions within the City’s financial system Project Ledger and Award module.
- Performs the project and grant accounts record set up, maintenance and close out process in the financial system.
- Performs the grants performance and financial reports in the federal and state systems.
- Interprets, monitors, analyzes and implements Federal, State and City statutes, policies and award conditions as they apply to the projects and grants.
- Reviews all projects and grants purchases, contracts and change orders ensuring policy compliance, budget approval and availability.
- Maintains the project and grant records for proper audit trails.
- Maintains the project and grant-funded asset records to ensure information is accurate and up to date.
- Provides training, guidance and advice to enhance understanding around post-award process and systems as well as optimizing fiscal operations and processes.
- Assess opportunities to enhance the projects and grants management by eliminating bottlenecks, streamline workflow processes, improve efficiencies.
- Develop and implement effective communications with Grant and Project Managers to optimize grant award and post grant award compliance, ensuring smooth functioning.
- Establishing effective collegial working relationships with City and external liaisons, such as Federal and State Grant Managers, Monitors and Auditors, to facilitate work processes.
- Coach and mentor other project team members: This includes providing guidance and support to the team to help them develop their skills and knowledge to properly administer the project.
- Perform other duties as assigned.
Minimum Qualifications:
· High School Graduate or equivalent with at least five (5) years of related experience
· OR Associate’s Degree and three (3) years of related experience
· OR Bachelor’s Degree and one (1) year of related experience

Positions in this class typically require: grasping, talking, hearing, seeing, and repetitive motions.
Physical Requirements:
· Remaining in a stationary position, often sitting or standing for prolonged periods
· Occasional movement throughout the workday daily to interact with staff and accomplish tasks
· Communicating both verbally and written in order to exchange information
· Repeating motions of holding, grasping, turning, that may include the wrist, hands, and/or fingers
· Light to moderate lifting and carrying
· Lift up to 50 pounds
· Work primarily in office environment
· Ability to operate office equipment, such as computer, copier, fax machine, and phone
Sensory Requirements:
· Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data.
· Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain.
· Comprehensive written information in work-related documents.
· Ability to hear, understand, and distinguish speech.
Working Conditions:
Exposure to environmental factors poses a limited risk of minor injury or illness. Moderate exposure to environmental conditions (such as officers, community members, victims, etc.); and frequent exposure to computer screens, files and phone.
CONDITIONS OF EMPLOYMENT
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
