Purpose
Contributes to the overall success of the Canadian Banking Compliance (CBC) Monitoring Program in Canada, ensuring specific individual goals, plans, and initiatives are executed and delivered in support of business strategies and objectives.
Supports the execution, governance, maintenance, and continuous improvement of the CBC Monitoring Program through risk-based monitoring and oversight of Sales Practices & Conduct, Complaint Handling, Branch Closures, and other assigned compliance risk areas, including data analysis, issue identification, reporting, regulatory support, and program documentation.
Accountabilities
- Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
- Protects the Bank and supports client primacy through consistent, effective execution of compliance monitoring and oversight activities.
- Leverages Bank relationships, systems, data, and knowledge to enhance risk identification and continuously improve the CBC Monitoring Program.
- Supports strategies and initiatives to strengthen, enhance, and continuously improve the effectiveness, sustainability, and maturity of the CBC Monitoring Program.
- Supports key CBC Monitoring Program activities by:
- Executing risk-based monitoring and oversight activities related to Sales Practices & Conduct, Complaint Handling, Branch Closures, and other assigned compliance risk areas, in accordance with approved methodologies, procedures, and reporting timelines.
- Analyzing quantitative and qualitative information, including complaint data, Reportable Compliance Issues (RCIs), key risk indicators, monitoring results, and remediation activities, to identify trends, gaps, recurring themes, control weaknesses, emerging risks, and potential non-compliance; escalating matters as appropriate.
- Preparing governance committee reporting, management reporting, presentations, metrics, analyses, and monitoring updates that clearly communicate results, conclusions, risks, and required follow-up actions.
- Completing periodic, focused, thematic, ad hoc, and program effectiveness reviews, including documenting scope, methodology, evidence, conclusions, challenge, and follow-up actions.
- Supporting regulatory reporting and Global Regulatory Relations activities within the Monitoring mandate, including responses to regulatory enquiries, information requests, examinations, reviews, and other oversight activities involving the Financial Consumer Agency of Canada (FCAC), Autorité des marchés financiers (AMF), and other applicable regulatory bodies.
- Contributing to sustainment of the CBC Monitoring Program through the development and maintenance of the Monitoring Handbook, Standard Operating Procedures (SOPs), methodologies, playbooks, working papers, reporting templates, training materials, governance documentation, and Business Continuity Planning (BCP) activities.
- Builds and maintains effective relationships with stakeholders and business partners to support an integrated risk framework, including discussions on regulatory obligations, Bank policies and procedures, monitoring requirements and results, root causes, remediation, and program initiatives.
- Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
- Actively pursues effective and efficient operations in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

Education/Experience
- 4 years of experience in compliance monitoring, testing, risk management, audit, data analysis, regulatory governance, or related financial services functions.
- University or college education in Business, Finance, Risk Management, Compliance, Law, Accounting, Data Analytics, or related discipline.
- Experience executing risk-based monitoring, testing, oversight, or assurance activities within a financial services environment.
- Strong knowledge of Canadian banking regulations, consumer protection requirements, compliance frameworks, governance processes, and risk management principles.
- Experience analyzing quantitative and qualitative data to identify trends, gaps, control weaknesses, emerging risks, and evidence-based conclusions.
- Experience preparing governance and management reporting, presentations, working papers, regulatory responses, methodologies, procedures, and training materials.
- Strong analytical, communication, stakeholder management, challenge, and organizational skills, with experience using Power BI, Excel, PEGA, OpenPages, or comparable platforms.
