Shared Health leads the planning and coordinates the integration of patient- centered clinical and preventive health services across Manitoba. The organization also delivers some province-wide health services and supports centralized administrative and business functions for Manitoba health organizations.
Position Overview
Provides strategic leadership and overall operational management to a service-focused provincial administrative and shared services team of over 1700 staff, with an annual operating budget of over $300 million and a fluctuating annual capital planning budget of approximately $555 million, that provides centralized administration for Shared Health and a full suite of corporate & shared administrative services to Shared Health and the independently governed provincial health system service delivery organizations (SDOs) including the regional health authorities and CancerCare Manitoba, and other applicable health system partners such as the health sector supply chain services.
As part of the senior executive team of Shared Health, this VP, Strategy and Corporate Services collaborates to establish, implement and measure the achievement of Shared Health’s strategic and operating goals and objectives against the mandate assigned by the provincial government.
Shared Administrative Services service areas include the administrative functions of Shared Health and the shared services provided to all provincial health system SDOs.
The administrative functions of Shared Health:
- Provides health information services, enterprise risk management and business performance support to the Shared Health organization.
- Service Management facilitates the relationships between Shared Health’s Shared Services and all the provincial health system SDOs served.
The shared services provided to all provincial health system SDOs:
- Provincial Legal Shared Service provides consultative legal, insurance and privacy services.
- Provincial Supply Chain Management Shared Service provides supply chain services including value analysis for the provincial health system SDOs and full health sector supply chain services to provincial government.
- Provincial Capital Planning Shared Service provides consolidated provincial health system capital plans and delivers all capital projects.
- Provincial Facilities Management sets and maintains facilities standards and processes for all provincial health system SDOs.
- Provincial Digital Shared Services provides digital services including hardware, clinical and business applications, telecom, cybersecurity and IT architecture for the provincial health system SDOs.
- Provincial Project Management Office provides project management services for enterprise-wide projects across the health system.
Responsible for the safety and security of all the resources within administration and shared services, this senior leader must maintain effective business relationships at the executive level with key clients and vendors to ensure effective and timely response to critical system issues and needs, must be prepared to contribute and be visible in responses to media issues related to the services provided in Shared Administrative Services, must model the behavioural standards of the organization as the senior leader within the service area to whom all staff are accountable, and must sustainably manage the funds provided for all operating and capital investments in shared administrative services.
Experience
- 10 years of progressive senior leadership experience delivering administrative, corporate and health support services across a large, geographically dispersed area in a 24/7/365 critical environment, leading a team of over 1,700 unionized and non-unionized staff and responsible for managing an operating budget of over $300 million.
- 7 years of experience participating in and implementing strategic planning and annual operating plans, setting and meeting organizational goals, assessing business cases and preparing business proposals to introduce operational improvement and respond to business and service disruptions.
- 7 years of experience managing client services delivery of administrative and management (financial, human resources, risk, facilities, supply chain, etc.) functions in a shared services environment.
- 5 years of experience sponsoring and managing multiple process improvement projects focused on benefits realization, return on investment, system efficiency and budget management.
- 5 years of experience negotiating and reviewing major contracts for administrative and management services and equipment.
Education (Degree/Diploma/Certificate)
- Post-secondary degree in management, business or public administration from an accredited educational institution.
- Postgraduate degree in management, business or public administration is an asset.
- Specialized training in project management, health-care management, health policy, process analysis/improvement, organizational change management and cultural awareness are considered assets.
- An equivalent combination of education and experience may be considered.
Certification/Licensure/Registration
- Active member in good standing with an associated regulatory body.
Qualifications and Skills
- Executive leadership capabilities as illustrated by the LEADS in a Caring Environment (https://leadscanada.net/site/framework) framework.
- Advanced knowledge of contemporary administrative and management systems, technologies and their application in solving complex health, business and operational problems.
- Working knowledge of the health care sector and familiarity with administrative and management systems.
Physical Requirements
- Must be able to work safely in a computerized office environment with frequent meetings, and to lift and carry items of up to approximately 10 kg.
- Interruptions to respond to questions from senior civil servants, elected officials, executives and key vendors are common; dedicated and focused time for planning and concentration can be scheduled.
- Must have a valid Manitoba driver’s license and use of a personal motor vehicle for regular travel within the province.
