In partnership with Metrolinx, ACCIONA is playing a key role in the design and construction of the Eglinton Crosstown West Extension (ECWE), a 9.2-kilometre westward addition to Toronto’s Line 5 light rail transit network. This major infrastructure project includes seven new stations and installation of rail and systems under a progressive design-build model.

The S&TCS Design Manager is responsible for the technical delivery, systems integration, and engineering governance of all signaling and train control infrastructure across the ECWE corridor.

This role serves as the lead technical authority managing the design interface between the Primary Lead Designer, the signaling equipment manufacturer and transit authorities. The primary focus is ensuring that the engineering design is fully constructible, safe, compliant with project specifications, and seamlessly integrates Alstom’s proprietary CITYFLO 650 CBTC platform into both the new extension and the existing Line 5 backbone.

Beyond its technical scope, the ECWE project represents a significant investment in sustainable urban mobility, expected to reduce greenhouse gas emissions by up to 5,800 tonnes annually and eliminate over 6.5 million vehicle trips each year when combined with the full Line 5.

Job Description

Technical Interface & Systems Integration

- OEM Design Integration : Act as the primary technical conduit with Alstom to oversee the application engineering and architecture of their CITYFLO 650 CBTC system.
- Technical Submittal Review : Lead the engineering review, verification, and technical sign-off of Alstom's design data, trackside layouts, application logic, and software drop releases.
- Interface Control Management : Author, update, and manage Interface Control Documents (ICDs) governing physical and digital boundaries between Alstom equipment, wayside systems, and the central control facility.
- Brownfield Connectivity : Direct the technical design coordination required to integrate new ECWE data loops with the existing active Line 5 signaling infrastructure at the Mount Dennis hub.

Engineering Governance & Constructability

- Design Optimization : Review engineering submissions from the Lead Designer to enforce constructability, identify design gaps, and eliminate spatial or logic clashes before construction release.
- Digital Engineering (BIM) : Utilize BIM/Navisworks software to perform multi-disciplinary coordination, resolving physical clashes between signaling cables, trackway assets, structural elements, and MEP systems.
- Stakeholder Technical Approvals : Manage the technical review cycle with Infrastructure Ontario, Metrolinx, and the TTC to resolve engineering comments, clear variances, and secure Stage Gate approvals.
- Technical Change Management : Evaluate and provide technical impact assessments for any proposed design changes, modifications, or field variances affecting the S&TCS network.

Functional Safety & Testing Governance

- RAMS Case Coordination : Collaborate with Alstom’s RAMS engineers to ensure the system architecture complies with CENELEC EN 50126/8/9 safety lifecycles and achieves required Safety Integrity Levels (SIL).
- Testing Methodology Design : Oversee the technical design of testing protocols for Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) to ensure testability in the field.
- Commissioning Alignment : Provide technical engineering support to the field testing and commissioning teams during dynamic train testing and system integration phases.

Required Skills and Competencies

- Bachelor’s degree in Electrical, Computer, or Systems Engineering from an accredited university.
- Registered as a Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO), or eligible for immediate licensing via regional reciprocity.
- 8+ years of rail systems design and engineering experience.
- Proven experience working as a Design Manager or Lead Systems Engineer for a general contractor, consortium, or major delivery partner on large-scale design-build transit projects.
- Demonstrated success managing complex technical interfaces between major rolling stock/signaling OEMs and civil infrastructure teams.
- Deep technical familiarity with Alstom train control suites (specifically CITYFLO 650) , including zone controllers, transponders/balises, and system application configurations.
- In-depth knowledge of CBTC (Communications-Based Train Control) principles, wayside equipment layouts, track circuits, and axle counters.
- Thorough understanding of Metrolinx, TTC, and Canadian railway standards, alongside international functional safety frameworks ( CENELEC and AREMA ).
