Role Overview

The IT Business Operations organization is seeking a Senior Manager, IT Project Financial Operations & Portfolio Governance to join the Enterprise PMO team.

This role is responsible for managing key financial operations, portfolio governance processes, reporting, analytics, and project controls that support Gilead's Information Technology investment portfolio. Working closely with Portfolio Managers, Project Managers, Finance partners, and IT leaders, the Senior Manager will provide data-driven insights, facilitate governance processes, support investment planning, and drive continuous improvement of portfolio management and financial management practices.

Reporting to the Director, IT EPMO, this position plays a critical role in enabling informed investment decisions, operational transparency, financial discipline, and effective portfolio execution across the IT organization.

Key Responsibilities

Portfolio Governance & Investment Planning

- Manage and facilitate demand intake, evaluation, prioritization, endorsement, and approval activities for technology investments.
- Support portfolio leaders to translate enterprise and IT strategies into portfolio priorities across programs, projects, products, and operational investments.
- Coordinate annual planning cycles, quarterly portfolio reviews, governance forums, and investment trade-off discussions.
- Prepare portfolio analyses, recommendations, and executive-ready reporting materials to support decision making.
- Partner with Portfolio Managers and Finance stakeholders to monitor portfolio health, investment performance, and resource allocation.

Financial Operations & Portfolio Analytics

- Facilitate recurring portfolio financial reporting, forecasting, variance analysis, and performance metrics.
- Develop and maintain dashboards, KPIs, and analytics that support portfolio transparency and informed decision making.
- Partner with Portfolio Managers and Project Managers to improve financial planning, tracking, and forecasting accuracy.
- Identify risks, trends, and opportunities through analytics and recommend corrective actions when appropriate.
- Support annual budget planning and in-year investment optimization activities.

Governance, Controls & Process Improvement

- Maintain and enhance project delivery governance processes, standards, templates, controls, and stage-gate practices.
- Coordinate project change control, baseline management, governance reviews, and project closure activities.
- Monitor adherence to established delivery, governance, and financial control practices.
- Identify opportunities to simplify, standardize, and automate portfolio management activities.
- Support continuous improvement initiatives that strengthen portfolio governance and project delivery effectiveness.

AI-Enabled Portfolio Management & Reporting

- Support adoption of AI-enabled project management practices and portfolio management capabilities.
- Apply analytics, automation, and AI-enabled insights to improve portfolio visibility, identify risks, and streamline manual processes.
- Contribute to responsible AI governance processes related to portfolio analytics and investment management.
- Evaluate emerging reporting and automation capabilities that improve portfolio operations.

Stakeholder Partnership & Capability Building

- Build strong working relationships with Portfolio Managers, Project Managers, Finance teams, and IT leaders.
- Provide financial guidance, recurring reporting, and ad hoc analysis to support decision making.
- Maintain project financial management training materials and knowledge resources.
- Deliver training and operational guidance on project financial processes, reporting standards, and governance requirements.
- Coordinate and facilitate Project Manager community meetings and communications as needed.

Skills & Experience

Basic Qualifications

- Bachelor's degree and 8+ years of relevant experience; OR
- Master's degree and 6+ years of relevant experience.

Preferred Qualifications

- Experience in project financial management, portfolio management, PMO operations, business operations, or related disciplines.
- Demonstrated experience supporting complex project, program, or portfolio environments.
- Strong understanding of portfolio governance, project controls, budgeting, forecasting, and financial reporting.
- Proven ability to influence without direct authority and work effectively across a matrix organization.
- Experience implementing, maintaining, or improving portfolio management tools, governance processes, or financial management practices.
- Strong analytical and problem-solving skills with the ability to translate complex information into actionable insights.
- Experience with Clarity PPM or comparable portfolio management platforms such as Planview, ServiceNow SPM, or Smartsheet.
- Advanced Excel and PowerPoint skills, including executive-level reporting and analysis.
- Working knowledge of enterprise financial systems such as Oracle, Hyperion, or SAP.
- Familiarity with AI-enabled reporting, automation, portfolio analytics, and responsible AI governance concepts.
- Strong written, verbal, presentation, and stakeholder management skills.
- Ability to manage multiple priorities in a fast-paced environment while maintaining strong attention to detail.
- PMP, Lean Six Sigma, Agile, or other project, portfolio, or process improvement certifications preferred.

The salary range for this position is: $157,590.00 - $203,940.00. Gilead considers a variety of factors when determining base compensation, including experience, qualifications, and geographic location. These considerations mean actual compensation will vary. This position may also be eligible for a discretionary annual bonus, discretionary stock-based long-term incentives (eligibility may vary based on role), paid time off, and a benefits package.
