ABOUT THE POSITION

In the context of increasing political uncertainty and regulatory complexity, URW is creating a new strategic role to strengthen its ability to anticipate, influence and respond to legislative and regulatory developments impacting the business.

Reporting directly to the Group Director of Public Affairs, the Head of Parliamentary & Regulatory Affairs will lead the Group's regulatory intelligence, policy analysis and parliamentary engagement activities, in particular in Paris and Bruxelles.

This role combines policy expertise, stakeholder engagement and operational execution. It is designed for an experienced and highly driven public affairs professional who enjoys being at the centre of political and legislative developments, thrives in fast-moving environments and wants to have a direct impact on business outcomes.

The position offers direct exposure to senior management and the opportunity to shape the Group's and the sector's response to some of the most significant legislative and regulatory issues affecting retail, real estate and urban development.

YOUR 4 STRATEGIC PRIORITIES

1. Regulatory Intelligence & Legislative Monitoring

·       Lead the monitoring and analysis of legislative, regulatory and political developments, with a particular focus on Paris and Brussels, across the Group's key policy priorities, including taxation, retail, urban development, sustainability, security, mobility and digital regulation.

·       Identify emerging risks and opportunities to deliver timely, clear and actionable intelligence to business decision-makers.

·       Continuously strengthen the Group's regulatory intelligence capabilities, tools and processes.

·       Track legislative initiatives, amendments, consultations and regulatory reviews, working closely with trade associations and other relevant external stakeholders.

2. Policy Analysis & Advocacy

·       Analyse the political environment and assess its implications for the Group, with particular attention to major electoral cycles and key developments across its markets.

·       Assess the impact of legislative and regulatory developments on the Group's operations.

·       Develop and execute advocacy strategies, and coordinate responses to consultations and public policy initiatives across markets and functions.

·       Prepare position papers, policy recommendations, briefing notes and advocacy materials.

3. Parliamentary & Institutional Engagement

·       Develop and maintain strong relationships with parliamentarians, ministerial teams, regulators, public administrations and trade associations.

·       Represent the Group in relevant policy discussions, consultations and working groups.

·       Develop engagement strategies around priority legislative and regulatory initiatives, take ownership of their execution, and strengthen the Group’s positioning and influence on key policy matters.

4. Public Affairs Execution & Advocacy Campaign Management

·       Work closely with Tax, Legal, Sustainability, Communications, Operations, Security, Development and Business teams to ensure an integrated approach to regulatory issues.

·       Coordinate advocacy efforts across internal and external stakeholders, including through active engagement with sector trade associations, and ensure effective execution and follow-up.

·       Support the Group Director of Public Affairs in delivering priority advocacy campaigns and protecting the Group's interests.

WHAT ARE WE LOOKING FOR?

We are looking for a senior public affairs professional, combining political judgement, intellectual curiosity, strong analytical capabilities and a genuine business mindset.

·       10 to 15 years of experience in Public Affairs, Government Relations, Public Policy or Regulatory Affairs.

·       Significant experience within the French political and institutional ecosystem, acquired in Parliament, a ministerial cabinet, a public institution, a leading public affairs consultancy, a professional association or a corporate public affairs function.

·       Deep understanding of the French legislative and regulatory process.

·       Excellent analytical capabilities and ability to translate complex policy developments into business implications.

·       Excellent drafting skills, including position papers, policy notes and executive briefings.

·       Established network within the French political and administrative ecosystem; European exposure is highly desirable.

·       Excellent stakeholder engagement, influencing capabilities and negotiation skills.

·       High level of energy, intellectual curiosity and a strong execution mindset.

·       Ability to thrive in a fast-paced, demanding and politically sensitive environment.

·       Fluent French and English.
