Payroll Specialist
Purpose of Position :

This role is responsible for managing the organization’s payroll processes, reporting Payroll taxes ensuring accurate and timely payment of salaries, compliance with government regulations, and maintaining employee payroll records. This role requires a strong understanding of payroll procedures and best practices, as well as excellent analytical and problem-solving skills.

Involves the application of specialist knowledge which may include providing specialist advice to employees, management or customers, managing or maintaining systems or processes or completing projects to develop or changing systems or processes as appropriate

Key Activities / Accountabilities

- Liaise with Payroll outsourcing vendor ensure timely delivery of services in line with payroll cycles and accurate payment to the employees.
- Participate in regular service/ production call with the Payroll Outsourcing vendor.
- Process payroll transactions include salaries, benefits, garnishments, taxes, and other deductions.
- Ensure accurate and timely processing of payroll updates including new hires, terminations, and changes to pay rates.
- Prepare and maintain accurate records and reports of payroll transactions.
- Accurately process and reconcile payroll data for employees on a timely basis, ensuring compliance with company policies and relevant regulations.
- Process payroll adjustments, including bonuses, commissions, and overtime, accurately reflecting these changes in payroll calculations.
- Prepare the relevant Payroll journal entries and execute the reports related to payroll.
- Month-end closing activities: Review the payroll journal entries, reconcile payroll, statutory contribution, compensation/personal income tax and C&B accrual versus what recorded in Oracle Financial Cloud system.
- Act as the key point of contact and support for local, regional, and global Payroll taxation & statutory contribution matters.
- Respond promptly to payroll-related inquiries from employees, addressing concerns and providing assistance as needed.
- Stay up to date with payroll trends, tax changes, and new technologies in payroll processing to ensure compliance and minimize risk for the organization.
- Collaborate with HR and accounting teams to streamline payroll processing, resolve discrepancies and ensure accurate payroll processing.
- Assist in the implementation of new payroll software or systems, providing input on functionality and participating in user testing and training initiatives.
- Facilitate internal, external and tax audits by providing records and documentation to auditors and assist in the preparation of payroll reports for management, HR and accounting purposes.
- Ensure all documentations related to Payroll/ Accounting payroll, including tax withholdings, deductions, and benefits information are stored as per the retention rules.
- Identifies opportunities for process improvements in payroll operations to enhance efficiency and accuracy.
- Participate in Region/ Global payroll projects if any.
- Performs other duties as assigned.

Knowledge, Skills and Abilities:

- Strong knowledge of payroll tax laws, employment regulations & payroll processes.
- Experience with payroll software & systems, and Microsoft Office Suite, particularly Macro Excel, Power BI/ Automate.
- Excellent analytical and mathematical skills; problem solving; high attention to detail, and accuracy.
- Strong organizational and time management skills; ability to meet deadlines.
- Effective communication and interpersonal skills.
- High level of discretion and professionalism for handling sensitive information.

Experiences:

- Four (4) to five (5) years relevant work experience in payroll processing and handling high-volume payroll
- Experience in Personal income Tax’s policies and procedures.

Educations:

- Bachelor’s degree in accounting, Business Administration, Human Resources, or related field strongly preferred.
