SALARY RANGE
$1,636.98 - $2,500.00 Biweekly
Salary is negotiable based on experience.
This position has been identified as mission essential and may be required to work during the weekend or on holidays.
In addition, mission essential personnel will be required to work during disasters, to include but not limited to, work before, during and/or beyond normal work hours or days in the event of an emergency.
Emergency work may involve the incumbent to work in another county or staffing location to assist other State Agencies with emergency work.
Emergency duties may include, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
A good attendance record is essential for any individual in this position as the work involved occurs daily and is time sensitive.
The individual in this position is expected to report to work daily and on time.
This is a highly professional accounting leadership position, responsible for administering and overseeing the accounts receivable, Medicaid recoupment and Agency assessment and fees collection activities for providers participating in the Florida Medicaid program.
This position is responsible for taking the lead on the collection of monies owed to the Agency for fraud, abuse, overpayments and past due debts.
This position also takes the lead on identifying and recommending debts for referral to a debt collection agency and recommending uncollectable debts to the Florida Department of Financial Services for write-off consideration.
Ensures the timely, accurate and consistent data reporting relevant to Medicaid Accounts Receivables, MPI receivables, HOA receivables and all other debts owed to AHCA.
Organizational, supervisory and motivational skills are required to monitor the various accounts receivable programs and effectively coordinating unit staff activities.
This position will spend the majority of their time communicating with, motivating, training, and evaluating employees.
It will also be responsible for planning and directing employees' work.
This position makes recommendations to managers who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline, subordinate employees.
Developing and updating section and unit procedures as needed.
Assist and participate in the development of bureau and agency policies, related to recoupment, collections, debt referrals and debt write-offs. Serve as Subject Matter Expert (SME) on the recoupment, collection and referrals of Agency debts.
Provide revenue management support to the processing of revenue related to recoupments and collections activities. Administer the activities and documents associated with the Agency Write-off Committee.
Monitor, manage and ensure timeliness, efficiency and effectiveness of processes used in the recoupment of fraud, abuse and overpayment collections. Monitor, manage and ensure timeliness, efficiency and effectiveness of processes used in the collection of past due or unpaid fees, assessments and fines.
Ensures Agency Action Letters, Final Orders, Settlement Agreements and applicable management systems are accurate and up to date, pertaining to recoupments and collections.
Provide review and editing to all charging documents, final orders and settlement agreements produced by the MAR Unit Review, comment and address concerns to Revenue Section Administrator and Financial Services Bureau Chief, related to final orders and settlement agreements generated by other divisions, units and offices.
Maintain the Medicaid Accounts Receivable data program. Initiate case setup for Medicaid Overpayment cases once Final Orders are received and send notification letters to the Providers. Ensure staff develop and prepare, or where needed accomplish accounting and management statements, procedures, forecasts, revenue projections and reports as required.
Provide assistance to the Medicaid Providers, agency staff and various auditors when requesting information regarding Medicaid accounts receivables. Provide technical assistance and consultation to federal and state auditors and agency offices in their review of records and financial information. Assure compliance with financial administrative requirements.
Set staff performance expectations, develop and implement staff development plans, evaluate and provide performance feedback to unit staff on operational and personal performance Issues. Ensure all staff are trained, maintaining high performance, and take corrective action when needed.
Perform other related duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS REQUIREMENTS
Six years of professional experience working in the areas of finance, accounting, or another business-related field.
A bachelor’s degree and/or master's degree in a business-related field may substitute for the work experience on a year-for-year basis.
