JOB SUMMARY:

The Executive Director is the chief executive officer of Chugach Tribal Services (“CTS”) and reports directly to the Board of Directors.  The incumbent works collaboratively with many stakeholders to identify and to implement programs and initiatives to provide benefits and advance the socio-economic condition of Chugach Regional communities and our Alaska Native people, in particular shareholders, descendants and family members from the Chugach Region. The Executive Director oversees the administration, programs and strategic plan of the organization.

ESSENTIAL DUTIES:

- Promotes and supports the mission, vision, and values of Chugach Tribal Services.

- Works with the board to craft strategic vision, then aligns resources to deliver on the vision.

- Develops and maintains effective working relationships with members of CTS’ Board of Directors and other key stakeholders including Chugach Region tribal, non-profit and village corporation leadership.

- Prepares, reviews, and approves all presentation materials for quarterly Board of Directors meetings, including presentations from outside sources such as Chugach Alaska Corporation (CAC), other Chugach regional non-profits and other external organizations.

- Schedules, plans, and presents at CTS’ quarterly Board meetings.

- Represents CTS at the Chugach Annual Meeting, Chugach Regional Summit, Chugach Shareholder information meetings and other community, regional and national meetings and events as appropriate to advance the CTS mission and purpose.

- Develops and maintains positive and productive relationships with stakeholders including CAC leaders, shareholders, and their descendants, Tribal Councils in Chugach Region, Chugach region non-profits, donors, federal agencies, grant making organizations/agencies and other Alaska Native organizations and partners.

- Serves as spokesperson for CTS to provide education and information about the organization’s role, goals, objectives, philosophy, and accomplishments.

- Provides updates on CTS for publication in the CAC Shareholder Newsletter or other publications as appropriate.

- Oversees all CTS communication efforts, including social media, mailings, and website content, to ensure appropriate information both internally and externally.

- Remains up to date on the best practices of nonprofit and state and federal law regarding nonprofit operations.

- Ensures compliance with appropriate regulations relating to the management of a non-profit organization.

- Establishes administrative policies and procedures for all functions and for day-to-day operations.

- Manages fiscal responsibilities including creating the annual budget and operating within the approved budget. Assures accounting policies and procedures support fiscal responsibilities. Ensures maximum resource utilization and maintains the organization’s positive financial position.

- Reviews contracts for services and other agreements including Memorandum of Understanding/Agreements with CAC and other Chugach Regional stakeholders.

- Fosters a positive work environment by utilizing effective techniques to supervise, train, coach and mentor employees to maximize professional and personal growth opportunities.

- Implements fundraising strategies in collaboration with CTS Board Members, CAC and other stakeholders internally and externally towards long term financial sustainability.

- Directs fundraising efforts by identifying and pursuing grants, overseeing grant writing efforts, grant management and reporting practices.

- Develops funding resources necessary to support CTS’ long-term plan and mission.

- Oversees all aspects of programs offered by CTS including, oversite of administration, planning, policies, marketing, communications, operations, and processes.

- Other duties as assigned by the CTS President and Board of Directors.

WORK CONDITIONS:

Work is generally performed in a traditional office environment.  Work may include travel by vehicle, aircraft, or boat to regional communities or outside of Alaska to attend meetings, conferences, or related businesses. Requires the ability to stand or sit for extended periods of time, ability to communicate easily and effectively with others, and travel as needed via various means.

KNOWLEDGE, SKILLS & ABILITIES:

- Knowledge of Chugach Region Alaska Native communities, regional organizations, regional nonprofits and Alaska Native Claims Settlement Act (ANCSA) regional and village corporations.

- Knowledge of the Alaska Native Culture, preferably in the Chugach Alaska Corporation Region.

- Understanding of relevant federal laws pertaining to the relationship between Alaska Native organizations and the federal government.

- Excellent interpersonal, written, and oral communication skills.

- Skills in projecting and operating within a cost-effective budget.

JOB REQUIREMENTS:

MANDATORY:

- Bachelor’s degree in business administration or related field.

- Two (2) years’ experience working for a 501c3 non-profit.

- Two (2) years’ experience in a management position

- Understanding and experience with grant related funding and reporting requirements

- Advanced MS Office Suite skills.

- Within the past ten (10) years, have not been, nor currently, the subject of any investigation by a federal, state, or local government agency related to the submission of an application, proposal, or administration of a grant or government contract.
