PEOPLE & CULTURE GENERALIST - OPERATIONS

INVEST OTTAWA

The People & Culture Generalist is a hands-on operational role that combines HR service delivery with the administrative backbone of the People, Culture & Inclusion function at Invest Ottawa. Working in close day-to-day collaboration with the Manager, People, Culture & Inclusion, this role is the first point of contact for employees and managers on HR processes, policies, and benefits, and owns the accurate, compliant execution of the transactions that carry the employee lifecycle: HRIS records, benefits administration, onboarding and offboarding coordination, and people-related change submissions to Finance. This role works within established policy and escalates matters requiring interpretation, judgment, or decision to the Manager & Director. This role sustains IO's Employer of Choice culture by ensuring every touchpoint in the employee experience is handled with care, consistency, and inclusion.

Corporate Pay Band B: $54,400 - $81,600

Hiring Salary Range: $54,400 - $68,000

WHAT YOU WILL BE DOING :

Relationships & Employee Support

- Build effective, trust-based working relationships with employees and leaders at all IO locations, fostering a culture of belonging, openness, and inclusion

- Serve as an accessible, knowledgeable, service-oriented first point of contact for employees and managers at all levels on HR questions and support.

- Maintain a strong working relationship with Finance to ensure smooth and accurate flow of people-related information.

Employee Lifecycle Administration

- Manage the onboarding and orientation program for all new team members across IO and Bayview Yards, ensuring every new hire is set up for success from day one.

- Coordinate all new hire logistics including system access provisioning, equipment setup, benefits enrollment, and orientation scheduling.

- Coordinate recruitment logistics in support of the Manager, including job postings, applicant tracking, interview scheduling, candidate correspondence, and reference check administration.

- Administer employee benefits programs end to end, acting as the primary day-to-day contact with the group insurance provider for enrollments, changes, leaves, and terminations.

- Execute administrative components of offboarding including exit documentation, benefits termination, final pay inputs, and system deactivation.

HR Programs & Employee Experience

- Coordinate the logistics of HR programs and initiatives including the bi-annual employee engagement survey (eNPS), DEI events, recognition programs, and learning and development activities.

- Set up and run the performance management cycle, including system configuration, scheduling, reminders, and completion tracking, within the framework owned by the Manager.

Systems, Data & Reporting

- Serve as the HRIS (BambooHR) super-user: troubleshoot system issues, support employee and manager self-service, configure workflows, and safeguard data integrity across the platform.

- Maintain accurate, current, and audit-ready employee records in HRIS (BambooHR) through all stages of the employee lifecycle.

- Compile the underlying data and produce standard and ad hoc HR reports on agreed metrics for the Manager and Director, ensuring completeness and accuracy.

Policy, Compliance & Escalation

- Interpret and apply established HR policy and process to routine employee and manager questions across employee relations intake, performance process, total rewards, and leaves, escalating to the Manager where interpretation, precedent, or risk assessment is required.

- Apply company policy and Ontario ESA accurately in HR transactions, and flag apparent gaps or non-compliance to the Manager

- Work closely with the Manager, People, Culture & Inclusion on day-to-day HR operations, escalating operational matters promptly and keeping the Manager informed of emerging issues; escalate directly to the Director on matters concerning the Manager or requiring a formal employment decision.

Culture, Inclusion & Continuous Improvement

- Contribute to inclusion initiatives by participating in Leadership Circles (ERG's) and supporting the delivery of DEI activities planned by the Manager and Director.

- Provide support to the Joint Health & Safety Committee

- Contribute to HR projects across the team, supporting end-to-end process and program development.

- Identify recurring friction in HR administrative processes and procedures and work proactively with the Manager to recommend opportunities to streamline administrative workflows, improve accuracy, efficiency, and the overall employee experience.

WHAT YOU HAVE ACCOMPLISHED/GAINED THROUGHOUT YOUR CAREER

- Post-secondary diploma or degree in Human Resources, Business Administration, or a related field.

- 2 years of progressive HR experience in a generalist or HR operations capacity.

- CHRP designation (or actively working toward) preferred.

- Experience with benefits admin and Finance communication protocols an asset.

- Solid foundational knowledge of HR practices across employee relations intake, onboarding, benefits administration, and people operations.

- Advanced proficiency with HRIS systems (BambooHR preferred) and Microsoft Office

- Strong organizational and time management skills, with the ability to carry a high volume of concurrent admin. and operational responsibilities accurately and on deadline.

- Working knowledge of Ontario ESA as they apply to HR transactions, records, and benefits administration.

- Strong interpersonal skills with genuine service orientation and the ability to build trust with employees and managers at all levels.

- Excellent written and verbal communication skills, with the ability to explain HR processes clearly and accessibly.

- Attention to detail and accuracy, in HRIS management, benefits administration, and Finance.

- Sound judgment about when to resolve a matter directly and when to escalate

- Discretion and professionalism when handling sensitive and confidential employee information.
