SUMMARY: The Chief Compliance, Risk & Title IX Officer serves as the University's senior compliance and risk management executive and is responsible for providing strategic leadership and oversight of Logan University's comprehensive compliance, enterprise risk management, campus safety, civil rights, ethics, insurance, emergency preparedness, and engagement functions.
The position serves as an independent and objective resource responsible for evaluating institutional compliance and risk exposures, ensuring adherence to federal and state regulations, accreditation requirements, and University policies while promoting a culture of integrity, accountability, inclusion, safety, and continuous improvement.
PRINCIPLE DUTIES AND RESPONSIBILITIES:
Compliance Leadership:
- Develop, implement, and maintain the University's Compliance and Ethics Program.
- Monitor and evaluate institutional compliance with applicable federal, state, and local laws, regulations, accreditation standards, and University policies.
- Provide compliance guidance and recommendations to senior leadership and department administrators.
- Lead investigations related to compliance concerns and ensure timely and appropriate resolution.
- Develop institutional compliance monitoring and reporting systems.
- Coordinate and maintain compliance-related policies and procedures.
Enterprise Risk Management:
- Develop, implement, and oversee the University's Enterprise Risk Management (ERM) Program.
- Conduct regular institutional risk assessments and identify operational, strategic, financial, compliance, reputational, academic, and safety-related risks.
- Maintain and update the University's risk register and monitor implementation of mitigation strategies.
- Present risk assessments, emerging threats, institutional risk reports, and mitigation strategies to executive leadership, Cabinet, Board Committees, and the Board of Trustees as appropriate.
- Develop and recommend risk mitigation strategies to reduce institutional exposure.
- Coordinate risk management activities across all academic and administrative departments.
- Monitor emerging risks affecting higher education and recommend appropriate response strategies.
Insurance and Claims Administration:
- Administer and oversee the University's insurance and risk financing programs, including property, general liability, professional liability, educators' legal liability, cyber liability, employment practices liability, directors and officers liability, workers' compensation, and student-related insurance programs.
- Serve as the primary liaison with insurance brokers, carriers, third-party administrators, and legal counsel.
- Coordinate insurance renewals and underwriting processes.
- Investigate, document, and manage institutional insurance claims and incidents.
- Monitor insurance coverage levels and recommend modifications based upon institutional risk exposure.
- Analyze loss trends and recommend strategies to reduce institutional risk and insurance costs.
- Maintain records related to insurance programs, claims, and risk management activities.
Title IX Administration:
- Serve as the University's Title IX Coordinator.
- Ensure compliance with all applicable Title IX regulations and related federal and state requirements.
- Coordinate investigations involving reports of discrimination, sexual misconduct, harassment, domestic violence, dating violence, stalking, and retaliation.
- Ensure prompt, equitable, and effective complaint resolution.
- Coordinate required Title IX training for students, faculty, staff, investigators, hearing officers, and decision-makers.
ADA and Section 504 Compliance:
- Coordinate institutional compliance with the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act.
- Ensure reasonable accommodations for students, employees, and visitors.
- Collaborate with academic and administrative departments to promote accessibility and inclusion.
- Monitor compliance with disability-related laws and regulations.
Campus Safety and Security Compliance:
- Serve as the University's Clery Compliance Officer.
- Ensure compliance with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
- Coordinate preparation and submission of the Annual Security Report (ASR).
- Oversee Campus Security Authority (CSA) training.
- Ensure compliance with Violence Against Women Act (VAWA) reporting and training requirements.
- Coordinate campus safety and security compliance initiatives.
Emergency Preparedness and Business Continuity:
- Coordinate the University's emergency management, preparedness, and response programs.
- Develop, maintain, and periodically test emergency operations, business continuity, and disaster recovery plans.
- Coordinate tabletop exercises and emergency preparedness training.
- Participate in emergency response and crisis management activities.
- Serve on institutional emergency management and incident response teams.
- Coordinate crisis communication planning with senior leadership.
Data Privacy, Information Security, and Cyber Risk Management:
- Collaborate with Information Technology leadership regarding cybersecurity and
information security initiatives.
- Participate in technology risk assessments and cybersecurity planning activities.
- Support compliance efforts related to FERPA, HIPAA, GLBA, Title IV information
security requirements, and other applicable privacy regulations.
- Assist with cybersecurity incident response planning and risk mitigation efforts.
- Recommend strategies to protect institutional data and information systems.

Safety Committee Leadership:
- Chair the University's Safety Committee.
- Develop and recommend campus safety policies and procedures.
- Promote occupational safety, workplace safety awareness, and environmental
health initiatives.
- Monitor safety trends and recommend corrective actions to reduce hazards.
Training and Education:
- Develop and deliver institutional compliance training programs.
- Promote awareness of compliance obligations, ethical conduct, safety requirements,
and reporting responsibilities.
- Maintain records of required compliance training activities.

Master's degree in higher education administration, business administration, law, public administration, compliance, risk management, human resources, or a related field preferred.
Seven to ten years of progressively responsible experience in compliance, risk management, legal affairs, Title IX administration, higher education administration, or a related field, including supervisory and leadership responsibilities
