Job Description:
Are you a self-motivated and enterprising manager looking to help contribute to Nebraska Department of Labor's success of connecting individuals to employment opportunities? We are looking for an energetic and collaborative individual to serve as Administrative Services Director.
The Director will provide strategic leadership and oversight for administrative functions within the agency, which includes Information Technology, Buildings & Facilities, and Human Resources. This position will serve as a key advisor to leadership to support the agency’s mission and long term goals.

What you will do:
- Information Technology: Set strategy, plan, organize, and execute information technology priorities for the agency for IT applications other than NEworks. Manage IT projects in alignment with legislative and agency goals. Ensure security and availability of IT systems (mainframe, web-based applications, payment portals, IVR, etc.) to staff and the public, including exchanges, interfaces, and integrations. Develop and track IT budget for all automation requirements. Contract negotiation, vendor management, and resourcing for infrastructure assets, hardware, software, staff resources, etc. Ensure agency preparedness for IRS, SSA, and NIST compliance audits.
- Buildings/Facilities: Manage the maintenance, custodial, mechanical, electrical, and grounds keeping requirements for the two administrative buildings, including the development of a Continuity of Operations Plan, Emergency Action Plans, and ensure physical security and access to the building. Oversee mail-room, shipping, receiving, and supplies.
- Human Resources: Oversee HR operations and processes, including hiring, classification, compensation, benefits, payroll processing, grievances, accommodations, performance management, disciplinary action, separations, workplace policies, recognition, state campaigns, training, NAPE/AFSCME contract negotiation and compliance, etc. Management of reception area to ensure public facing staff are provided information and tools to best serve the walk-in public.
- Biennium budget preparation for all areas of responsibility, including preparation of the Agency IT Plan. Continually identify opportunities for process improvement and cost savings.
- Lead ad hoc projects identified by the Commissioner.
Location: 550 S. 16th St - Lincoln, NE (On-Site)
Schedule: 8:00 a.m. – 5:00 p.m.; Monday – Friday
Requirements / Qualifications:
Minimum Qualifications: Bachelor’s degree with five years’ experience in policy, business administration, personnel management practices, budgeting, public administration AND experience in a supervisory capacity with primary responsibility for: program planning, workload assignment, budget preparation and implementation, employee performance evaluations, and program analysis or evaluations.
Preferred Qualifications : Bachelor’s Degree in Finance, Accounting, Business or Public Administration; background in information technology.
Other Qualifications : Must have a valid driver’s license or the ability to provide independent authorized transportation.
Knowledge, Skills & Abilities:
Knowledge of: agency programs, organizational structure, functions, policies, procedures, communication channels, and objectives as they relate to assigned responsibilities; the scope and impact of operations coordinated and their inter-relationships with other units of the agency; the federal and State laws and administrative regulations that govern the Department of Labor; the techniques of program research, planning, and evaluation.
Skill in: communicating to convey information so others will understand; using logic and reasoning to identify strengths and weaknesses of alternative solutions; identifying complex problems to develop and evaluate options and implement solutions.
Ability to: develop and evaluate proposals of administrative action for solving operational problems; implement objectives and performance goals; assess staff progress toward achievement of objectives and adherence to standards; interact with and gain the cooperation of supervisors, other employees, and the public to maintain effective working relationships.
