Specialist, Surveillance

Position Summary:

Under the general direction of the Regional Director, Surveillance (ON), the Surveillance Specialist plays a critical role in safeguarding casino assets, protecting gaming integrity, and ensuring consistent standards in surveillance training and incident investigation processes across the province.

As a subject matter expert, the Surveillance Specialist provides support, expertise, and guidance to surveillance teams across Ontario on complex gaming investigations, including leading post-incident and post-mortem analyses of significant or high-risk events. The Specialist is responsible for developing and maintaining comprehensive training tools, resources, and programs that enhance investigative capabilities and promote consistent practices across all surveillance teams. In addition, the role serves as the primary liaison with the Ontario Provincial Police (OPP), fostering effective collaboration and information sharing.

Key Accountabilities:

Investigation and Incident Management
• Leads and supports complex gaming investigations, including significant or high-risk Anti-Money Laundry (AML) and Suspicious Transaction Report (STR) cases.
• Conducts post-incident and post-mortem reviews to identify root causes, trends, and control gaps.
• Analyzes investigative findings to support operational and business decision making and risk mitigation.
• Provides guidance to surveillance teams on investigative techniques, evidence gathering and handling, documentation, and escalation protocols.

Training Development and Continuous Improvement
• Develops and maintains comprehensive surveillance training programs, tools, resources, and materials, including AML and STR training.
• Reviews and updates of Surveillance policies and procedures within the Surveillance Manual to ensure accuracy, consistency, and alignment with regulatory and organizational requirements,
• Conducts quarterly reviews and updates of the Surveillance Training, Tools and Expectations
• Shares emerging trends, post-mortem and investigative insights to strengthen surveillance team knowledge and capabilities.
• Supports the consistent application of surveillance standards and best practices across Ontario.

Surveillance Operations and Gaming Integrity
• Provides specialized operational support and subject-matter expertise to surveillance teams across Ontario.
• Advises on complex, sensitive, or high-risk surveillance matters and investigations.
• Promotes consistent surveillance standards, investigative approaches, and operational practices across properties.

Compliance and Stakeholder Partnership
• Develops and maintains effective working relationships with law enforcement, regulatory bodies, and internal stakeholders.
• Provides expertise to frontline leadership in regard to surveillance investigations
• Coordinates the exchange of information and supports collaborative investigations involving external agencies.

Educational and Functional Requirements:

• A university degree or equivalent experience in Criminology, Law or related fields.
• Minimum five (5) years of experience in surveillance, investigations, or related supervisory/lead roles.
• Demonstrated knowledge of the Internal Control Manual and AGCO rules and regulations along with knowledge of the slot operations including protection initiatives, and cheating devices.
• Ability to obtain registration as a Category 1 Gaming Assistant with the Alcohol and Gaming Commission of Ontario (AGCO).
