Our department provides a variety of financial services and programs. Austin Financial Services (AFS) serves residents, vendors, and City departments.

Our staff supports a wide variety of financial processes, including preparing the annual budget and annual fiscal report, procurement processes, franchise agreements, real estate transactions, and overseeing the City’s investment portfolio and debt management.

Job Description:
Program Compliance Coordinator
Purpose:
Under minimal direction, performs procurement services and program management to include contract monitoring and technical support.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Establishes program methods, policies, and procedures to adhere to City, State, and Federal laws.
- Determines program metrics and resource requirements.
- Coordinates and collaborates with key stakeholders regarding program initiatives to meet guidelines and goals.
- Manages, coordinates, and implements contracts/projects associated with assigned programs.
- Monitors contracts to ensure contract goals are met in accordance with City, State, and/or Federal laws.
- Resolves non-compliance issues by investigating and resolving contract-related discrepancies, complaints, and disputes between all involved parties; negotiates settlement agreements; and assists with resolving appeals and claims.
- Provides training/consulting expertise to internal and external customers regarding solicitations, contracts, and/or programs.
- Provides contract information in response to inquiries from City Council, City Management, Boards and Commissions, Federal officials, vendors, and other stakeholders.
- Prepares and presents reports by compiling, reviewing, and analyzing data and providing written and/or oral reports to management, to other departments, and to the federal government.

Minimum Qualifications:
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in a field related to Business Administration or Public Administration, plus four (4) years of experience in a related field.
- Experience may substitute for education up to the maximum of four (4) years.
- Graduation with a Master’s degree from an accredited college or university may substitute for required experience up to two (2) years.
Licenses and Certifications Required:
None.
Preferred Qualifications:
- Experience creating, managing, and improving programs for internal and external stakeholders.
- Experience managing projects including developing plans, coordinating stakeholders, tracking deliverables, identifying risks, and supporting implementation.
- Experience establishing metrics, analyzing performance or compliance data, identifying trends, and preparing reports related to contract monitoring requirements.
- Experience developing and delivering informational and training presentations for internal and external stakeholders.
- Experience providing technical guidance and collaborating with stakeholders to support compliance and program improvement.
- Strong communication, organizational, and analytical skills, with the ability to manage multiple priorities and deadlines.
- Understanding of public administration and government contracting methods and contract management best practices.
- The ability to travel to more than one work location
Notes to Candidate:
Position Overview:
This position will manage and provide compliance oversight for the City's Contract Monitoring Program and the expansion of the Vendor Performance Evaluation (VPE) Program, specifically the evaluations for the General Goods and Services contracts. This position will also be responsible for leading procurement-related program projects and process improvement including the development of policies, procedures, and guides aligned with City, State, and Federal requirements. Additional responsibilities include creating and delivering informational and training presentations for internal and external stakeholders.
Pay Range: $68,780.00 - $85,980.00
Hours:
Monday – Friday; 8:00 a.m. to 5:00 p.m.
Telework opportunities may be available after an initial training period. Work schedules are implemented to meet the requirements of the department and are subject to change based on business needs.

Travel:
