JOB TITLE: Financial Management Program Manager Analyst

JOB SUMMARY:
The candidate will assist the unit Resource Advisor (RA) and leadership by analyzing financial data, drafting reports and advisory documents, supporting budget planning and execution, and developing and maintaining SFJs financial management ecosystem. The candidate shall provide minimum 20 hours up to 25 hours of support per week. Work shall be performed during standard base business hours (Monday through Friday, 0730 to 1630 JST), exclusive of the U.S. legal holidays listed below and PACAF/5AF designated family days. The exact weekly schedule shall be coordinated between the contractor and the Contracting Officers Representative.
RESPONSIBILITIES:
- Financial Tracking & Analysis (35%) Track daily/weekly commitment, obligation, and expenditure of unit O&M funds using government-provided systems (e.g., DEAMS data extracts). Maintain and update local financial tracking spreadsheets with an accuracy rate of 95% or higher.
- Report & Briefing Generation (10%) Draft financial status reports, end-of-month execution summaries, and financial briefing slides for unit leadership review and approval.
- Document Reconciliation Support (5%) Review administrative financial documents (such as Government Purchase Card logs and Defense Travel System reports) for completeness and mathematical accuracy prior to final routing to the Government Approving Official.
- Documentation Preparation (5%) Assist the RA in formatting, consolidating, and tracking Unfunded Requirement (UFR) packages and other requests for submission to local contracting and higher headquarters. Prepare and process funding documents (e.g., MIPR, AF Form 4009) for government review, approval, and transmittal.
- Financial Planning and Advisement (35%) Assist the RA and command team with programming and budget planning activities. These activities may include building execution plans for future plans, programs, and exercises; identifying available contracts to execute niche space operations requirements; investigating and recommending legal contracting mechanisms to support other space-related activities; coordinating with budget managers across higher headquarters and sister units; and identifying budgetary gaps and opportunities across the Future Years Defense Plan (FYDP).
- Process Improvement (10%) Identify, recommend, and implement novel mechanisms, tools, or process improvements to enhance SFJs financial management practices.
EDUCATION and EXPERIENCE REQUIREMENTS:
- The candidate shall possess at least five years experience working with budgets, resourcing, finance and/or accounting, and have a working knowledge of DoD financial terminology, general accounting principles, and high proficiency in Microsoft Excel and PowerPoint. Experience with space operations and/or space acquisitions is preferred.
- A Bachelors Degree in Finance, Business, or an equivalent program is highly desired. Masters degree is preferred in a similar program of study. CPA certification or professional FM certifications are also highly desired.
- Ideal candidate will have strong communication skills, excellent organizational and time management skills, and be comfortable operating in an autonomous, self-directed environment.
Base Access & Security:
The contractor must be able to obtain and maintain base access to Yokota Air Base and a favorable background check for a standard Common Access Card (CAC) and NIPRNet IT network access. Secret clearance is required. TS/SCI is preferred. Exceptions may be made to highly qualified candidates with the ability to secure secret clearance.
Facility Clearance:
This Contract contains a DD Form 254, DoD Contract Security Classification Specification, and requires performance primarily at a government overseas location.
Security Clearance:
This contract involves access to information classified Confidential, Secret at minimum. The candidate must be able to obtain a United States " Secret" security clearance for the purpose of maintaining classified material and systems prior to the commencement of services.
