Reporting to the Director of Programs, the Area Manager is responsible for the performance, management and oversight of their assigned program. What youll be doing

The Recruitment and Employee Relations Specialist provides specialized support across talent acquisition and employee relations. This role supports OFAs recruitment efforts by sourcing candidates, building talent pipelines, and connecting qualified individuals with opportunities across the organization. The Specialist also conducts employee relations investigations, including gathering information, conducting interviews, documenting findings, and supporting appropriate resolution of workplace concerns. Working collaboratively with the Human Resources team and organizational leaders, this position exercises sound judgment, maintains confidentiality and consistency throughout the investigation process, identifies trends and opportunities, and appropriately escalates complex or high-risk matters. Bilingual proficiency in English and Spanish is required to effectively serve OFA's diverse employees and communities.

In this role, you will:

Recruiting

- Manage recruitment activities from requisition through offer, acceptance, and Day 1, ensuring a timely and organized hiring process.

- Work with hiring managers to understand the requirements and qualifications for each position being recruited for.

- Develop and implement creative and diverse sourcing strategies to attract qualified candidates, particularly for hard-to-fill positions.

- Proactively source candidates through job boards, professional networks, community networks, employee referrals, social media, and other recruitment channels.

- Build relationships with community organizations, schools, workforce programs, and other talent sources to expand OFA's candidate pipeline.

- Monitor recruitment metrics and prepare regular reports, including time-to-fill, open requisitions, turnover trends, and other talent acquisition analytics to support workforce planning and decision making.

- Review applications, resumes, and candidate profiles to assess qualifications and identify potential candidates.

- Conduct initial candidate screenings and coordinate and conduct interviews throughout the recruitment process.

- Develop and maintain timely and engaging communication with candidates throughout the recruitment process, helping create a welcoming and professional candidate experience that reflects OFA's mission and values.

- Coordinate and participate in hiring events, career fairs, and other recruitment outreach activities.

- Train, coach and prepare hiring managers on effective interviewing techniques, behavioral interviewing practices, candidate selection processes, and legal hiring considerations.

- Maintain accurate and timely recruitment records and candidate information throughout the hiring process.

Employee Relations

- Conduct investigations of workplace complaints and other high-risk allegations, gathering information, conducting interviews, documenting findings, and supporting appropriate resolution of workplace concerns.

- Provide consultation and recommendations to staff and managers on the interpretation of policies and procedures, including conducting training and educational sessions as appropriate.

- Make appropriate recommendations for corrective action that align with organizational policies, practices, and culture.

- Monitor and maintain employee relations case tracking systems to ensure timely follow-up, documentation, and completion of recommended actions.

- Prepare analyses, assessments, and related documentation by applying expert judgment and specialized experience in interpreting information and making decisions.

- Assess risk and escalate sensitive employee relations issues involving potential policy violations, legal concerns, employee misconduct, retaliation, harassment, or workplace safety matters.

- Partner with managers to review investigation outcomes and ensure corrective actions, coaching plans, training recommendations, and other follow-up measures are implemented appropriately and within established timeframes.

- Identify trends across employee relations matters and provide recommendations to leadership regarding proactive interventions, training opportunities, and policy improvements.

- Utilize bilingual (English/Spanish) communication skills to conduct interviews, explain processes, and provide guidance to Spanish-speaking employees and their managers throughout the investigation and employee relations processes.

- Other duties and special projects as assigned.

Qualifications

- Knowledge of recruitment practices, including advertising platforms and job forums.

- Ability to have compassion and put individuals at ease during investigations.

- Ability to maintain complete confidentiality.

- Bilingual proficiency in English and Spanish, with the ability to communicate professionally in both languages, both orally and in writing.

Qualifications

- High school diploma, equivalent or GED.

- Bachelors degree (Preferred) or commensurate experience.

- HR certification or specialized workplace investigations training, such as SHRM-CP, SHRM-SCP, PHR, SPHR, or SHRM Workplace Investigations Specialty Credential (Preferred).

Preferred Qualifications

- 3 or more years of experience in HR.

- Experience in one or more specialty HR areas such as recruitment and/or employee relations.

- Experience providing HR guidance and support to managers on employee performance, workplace concerns, policy application, and other day-to-day employee matters.

- Experience working with highly confidential and/or sensitive materials.

Employment Requirements

- Must have and maintain a valid drivers license, acceptable driving record, and ability to travel within and throughout region where services are provided.

- Must be 21 years of age or older.

- Ability to travel throughout California as needed.

- Must complete and pass background check.

Physical Demands & Work Environment

This position requires the employee to regularly stand, walk, sit, talk and hear. They must be capable of writing, using a computer keyboard, telephone and related office equipment. Ability to lift 15 lbs.
